<br />City Council Study Session - 01/24/05 <br />Minutes - Page 7 <br /> <br />neighborhood meeting and at tonight's meeting. <br /> <br />Mayor Klausing thanked Councilmember Kough for organizing <br />the neighborhood meeting. <br /> <br />3. <br /> <br />Transportation Summit <br /> <br />Introduction and Overview <br />Public Works Director Duane Schwartz provided a brief <br />introduction and overview of tonight's Transportation Summit <br />and those agencies and personnel represented and making <br />presentations. <br /> <br />Mr. Schwartz noted that the main goal of tonight's Summit <br />would be to advise Councilmembers and the public on what was <br />driving current transportation projects; funding or lack thereof; <br />identification of projects for various jurisdictions; and challenges <br />in their respective transportation planning areas. <br /> <br />a. <br /> <br />State Transportation Issues <br />Minnesota Department of Transportation (MnDOT) North <br />Area Manager Frank Pafko was introduced; and noted his <br />status as "point of contact" for the City at the State level. <br /> <br />Mr. Pafko addressed funding issues and challenges; short- <br />term proposed projects and long-term projections for the <br />next 20 years; changes in the status of previously scheduled <br />projects due to funding reductions and/or eliminations; <br />determination of priorities; rate of congestion of area <br />federal and state roadways; resource availability and unmet <br />needs and goals within the eight county metropolitan area. <br />Mr. Pafko noted that the State's priority was to maintain or <br />preserve the existing system through resurfacing and bridge <br />rehabilitation and/or reconstruction and access management <br />areas, which limited available funding for expansion or <br />new construction projects. <br /> <br />Discussion among Councilmembers and Mr. Pafko <br />included: specific legislative funding and designations for <br />funding; sources for funding (i.e., motor vehicle tax; <br /> <br />Transportation <br />Summit <br /> <br />Introduction & <br />Overview <br /> <br />State <br />Transportation <br />Issues <br />
