<br />City Council Regular Meeting - 01/31/05 <br />Minutes - Page 28 <br /> <br />Roll Call [4.0] <br />Ayes: Maschka, Kough, Schroeder, Ihlan and Klausing. <br />Nays: None. <br /> <br />8. <br /> <br />Greenhouse Village L.L.C., 1021 Larpenteur Avenue, Final <br />Plat, Rezoning, Public Improvement Development Contract, <br />and Planned Unit Development (PUD) <br />Community Development Director Dennis Welsch and City <br />Planner Thomas Paschke, along with Michael Theis and staff, <br />representing Greenhouse Village Properties LLC, the <br />development team, were present to review this request. <br /> <br />Resolution 10279 <br />Greenhouse Village <br />1021 Larpenteur <br />Final Plat, <br />Rezoning, Public <br />Improvement <br />Development <br />Contract, and PUD <br /> <br />Mr. Welsch briefly reviewed the various components of the <br />proposed project. Ordinance 1314 <br />Zoning Map <br />Discussion included soil contamination issues previously Amendment <br />discussed and remedies achieved and clean up completed; <br />projected construction start date and timetable; sprinkler <br />availability in the building; location of elevators; ownership of <br />the project; congregate dining facility availability; and <br />handicapped accessibility options and grades for indoor <br />apartment entrances. <br /> <br />Mr. Paschke amended suggested City Council action 9.2, noting <br />that the public improvement agreement was still pending, would <br />be forthcoming to the City Council at a later date, and should not <br />be included in tonight's recommended action. Mr. Paschke <br />confirmed that the properties would be connecting to the City's <br />water system. <br /> <br />Mr. Paschke also clarified that the final plat included Outlot A, <br />which was correct, but not indicated in the staff report, and was <br />larger due to an agreement reached with the adjoining property <br />owner to ensure ingress and egress, and safe access to his <br />property at all times. <br /> <br />Public Comment <br />Unidentified Property Owner, Lot 8, Rosecrest <br />The Owner of Lot 8, Rosecrest, questioned whether additional <br />berming had been considered in the landscape plan to further <br />
