858 <br />859 Chair Eckman closed public comment at 5:20 p.m.; expressing the GLWMO Board's appreciation for <br />860 resident attendance and the thoughtful feedback. <br />861 <br />862 Mr. Bester asked the Chair for recognition to provide an additional comment, which was granted by Chair <br />863 Eckman. <br />864 <br />865 Joe Bester <br />866 Mr. Bester addressed the FOR memorandum, Page 13, Item 8, as it related to the survey and <br />867 interpretation of 70% or greater respondents to their use of the lake, opining that this attempted to try to <br />868 downplay or minimize the recreational aspects of Lake Owasso; suggesting that it was only used for <br />869 swimming and visual amenities. Mr. Bester noted that his own response had been that he was a water <br />870 path user; however, he also watched the sunset every day; and opined that everyone uses the lake in <br />871 multiple ways, with none of them dominant over another activity. Mr. Bester opined that, whether <br />872 boating or not, the FOR report appeared to try to minimize the recreational aspects of the lake with such <br />873 misleading wording. <br />874 <br />875 Chair Eckman once again closed public comments at 5:22 p.m. <br />876 <br />877 Review and Approve Written Response to the 10 Year GLWMO Plan <br />878 Member Miller suggested that the DRAFT Plan be amended to address the comments of Mr. Roberts <br />879 specifically related to Page 15 of the Executive Summary as well as the Implementation Table (Table 33) <br />880 under "Lake Owasso Projects." Member Miller opined that if the "No Wake" section were removed from <br />881 the body of the Plan, they needed to be removed from those other places as well for consistency; and <br />882 suggested that amendment be made to his proposed Resolution dated September 7, 2011 and entitled, "A <br />883 Resolution to Address Concerns over the "No Wake" Proposal in the Grass Lake's Third Generation <br />884 Watershed Management Plan." Whether the proposed resolution was too binding on future WMO <br />885 Boards, Mr. Miller sought feedback from other Board members; however, he personally spoke in support <br />886 of the Resolution as drafted, with the amendment to Page 15 of the Executive Summary and <br />887 Implementation Table 33. <br />888 <br />889 Chair Eckman suggested inserting the word "safe" in the second "WHEREAS" statement, related to <br />890 "[safe] recreational uses of the lake. <br />891 <br />892 Member Miller concurred with that suggestion as an additional amendment. <br />893 <br />894 Motion 11 -09 -09 <br />895 Member Miller moved, and Member Von De Linde seconded approval of the following Resolution: <br />896 <br />897 A Resolution to Address Concerns over the "No Wake" Proposal in the <br />898 Grass Lake Water Management Organization's Third Generation Watershed Management Plan <br />899 <br />900 WHEREAS, the Grass Lakes Water Management Organization ( GLWMO) is concerned with <br />901 maintaining recreational uses of lakes within its jurisdiction; and <br />902 <br />903 WHEREAS, the extent and intensity of public comment against the proposed "No Wake" study <br />904 on Lake Owasso indicates that this action could hinder [safe] recreational uses of the lake; and <br />905 <br />906 WHEREAS, while the BARR Lake Owasso Use Attainability Analysis (UAA) indicated that <br />907 boat motors should be considered for their effects on water quality, this analysis did not indicate <br />18 <br />
