Ms. Correll <br />reviewed the proposed formatting in detail, using the Monitoring and Technical Support Programs, each <br />to include a Purpose Statement, a Justification Section (new), a list of nine (9) Objectives formatted for <br />more clarity or for more specificity, Program Specifics (new), Audience /Partnerships (new), Outcome <br />Statement, and Typical Range of Funding (new). <br />Motion 11 -09 -14 <br />Member Barrett moved, and Member Westerberg seconded, approval of the proposed reformatting for the <br />Monitoring Program as detailed in the FOR memorandum (pages 3 — 4); as amended with the <br />"Objectives" bullet point, in addition to a spelling correction so that bullet point reads as follows: <br />"Make monitoring data available (and understandable) to a broad audience (e.g. website). " <br />Chair Eckman suggested removing the references to protecting groundwater since, while certainly <br />important in the broader sense, it was beyond the realistic scope and capability of the GLWMO. <br />Member Miller concurred; and expressed further concern with flooding issues, opining that his <br />impression is that water quality was where the GLWMO should be focusing. <br />Makers of the motion accepted a friendly amendment to remove groundwater and remove flood issues <br />from the "Justification Statement." <br />Chair Eckman requested the addition of the GLWMO website in the "Objectives" bullet point, in addition <br />to a spelling correction so that bullet point reads as follows: <br />"Make monitoring data available (and understandable) to a broad audience (e.g. website)." <br />Member Miller opined that further clarification was needed as it related to improvements and impacts to <br />groundwater and flooding, noting that such improvements would be phenomenally expensive for the <br />GLWMO to undertake; and should be written to ensure it was understood that the GLWMO would be <br />"monitoring" these things, not necessarily making the improvements. Member Miller concurred with <br />Chair Eckman's statement that the GLWMO was charged specifically with "monitoring" and, based on <br />the WMO charge in the Metropolitan Water Management Act, a WMO was not mandated with the <br />responsibility of minimizing public expenses caused by flooding or managing that flooding. <br />Discussion ensued about the authority and responsibility of a WMO, specific to the GLWMO and /or its <br />member cities; inter - municipal flows and/or inter - organizational flows; and implementation for remedial <br />mitigation versus available funding sources. <br />Ms. Correll clarified that the "Management" section of the Plan would better articulate what the GLWMO <br />assumed or did not assume. Ms. Correll noted that groundwater was addressed most effectively, by <br />volume control standards to reintroduce surface water into the groundwater system and contribute to lake <br />levels. <br />Mr. Petersen noted that this was already being addressed in the GLWMO Plan's Management Standards. <br />24 <br />
