1112 Ayes: 5 Nays: 0 Motion carried. <br />1113 <br />1114 Governance <br />1115 Chair Eckman noted the changes required based on the previous action in breaking out how the <br />1116 Implementation Plan was done; and opined that it could be based on the assumptions that the GLWMO <br />1117 would remain as currently organized, but would involve how to define who would be responsible for <br />1118 specific activities, given the current lack of staffing of the GLWMO. Chair Eckman advised that it would <br />1119 be necessary to define those goals for publication on the GLWMO website, provide trend updates; and <br />1120 show the status in accomplishing each goal. <br />1121 <br />1122 Chair Eckman suggested that subcommittee of Members Westerberg and Barrett, along with Mr. Petersen <br />1123 work on what tasks needed to be monitored, implementation plans to accomplish those tasks or goals, and <br />1124 costs associated for each. Member Miller volunteered to work with that subcommittee as well, with Chair <br />1125 Eckman advising the group to work out their logistics and involvement based on their specific areas of <br />1126 expertise and ensuring that there was no quorum present during their involvement in accomplishing this <br />1127 work without calling for a Special Meeting of the GLWMO Board. <br />1128 <br />1129 Ms. Correll noted that a monitoring plan was already outlined in the Third Generation Plan, and some <br />1130 associated costs detailed as part of the WRPP; and suggested that the subcommittee may only need to <br />1131 review that information to accomplish their work; with some of the partnering options falling under the <br />1132 Technical Option of the Plan (e.g. Ramsey Conservation District, other Watershed Districts, etc.). <br />1133 <br />1134 Chair Eckman asked that FOR furnish the GLWMO Board with a list of those activities and how to flesh <br />1135 them out. <br />1136 <br />1137 Joint Powers Agreement (JPA) <br />1138 Chair Eckman noted that Public Works Director Mark Maloney had not yet submitted the DRAFT revised <br />1139 JPA to the City of Shoreview's City Attorney. However, Chair Eckman advised that Public Woks <br />1140 Director Duane Schwartz had said that, the Roseville City Attorney noted that he would advise the City <br />1141 Council not to accept the proposed updated JPA because the city would no longer be able to approve or <br />1142 disapprove of the GLWMO budgets. The city Council, however, is able to approve the proposed updated <br />1143 JPA if they choose to. <br />1144 <br />1145 Implementation Specifics <br />1146 Motion 11 -09 -12 <br />1147 Member Miller moved, and Member Von De Linde seconded, adding the following text to the <br />1148 introductory paragraph of Section 7.0 Implementation Plan: <br />1149 "An annual work plan developed by GLWMO staff and the Board of Commissioners will detail <br />1150 the programs and projects to be completed in a given year. The GLWMO will conduct an annual <br />1151 prioritization and selection of projects for each year based on effectiveness of projects performed <br />1152 in past years; progress toward meeting the organizations' goals, strategies, and implementation <br />1153 actions; changing resource conditions; and financial constraints." <br />1154 <br />1155 Ayes: 5 Nays: 0 Motion carried. <br />1156 <br />1157 Motion 11 -09 -13 <br />1158 Member Von De Linde moved, and Member Miller seconded, revising Section 7.1 Programs as follows: <br />1159 "The GLWMO will manage four (4) Implementation programs to assist the organization in <br />1160 meeting its goals: Education and Outreach Program; Cost -Share Incentive Program; Monitoring <br />1161 Program; and Technical Support for projects Program /CIP.
