Outcome: A monitoring program that allows the Board and others to characterize the current <br />state of the resources and identify trends over time. <br />Typical Range of Funding: $20,000 - $40,000 <br />d. Approve the following program description for the Technical Support Program: <br />Technical Support Program <br />Purpose: Provide direction to current and future GLWMO Commissioners on how the <br />organization will secure the technical expertise required to carry out the projects identified in <br />the Implementation Plan. <br />Justification: The Joint Powers Agreement between the City of Roseville and the City of <br />Shoreview establishing and empowering the Grass Lake Watershed Management <br />Organization articulates the power and duties of the Board of Commissioners. <br />Objectives: To determine the most cost- effective means of hiring the technical <br />assistance needed to implement the projects and programs identified in the 2011 <br />GLWMO Watershed Management Plan. <br />Program Specifics: At the beginning of 2012, the GLWMO will consider the following <br />sources for technical assistance: <br />• Evaluate the availability of technical support from Ramsey County, the Ramsey <br />Conservation District and/or neighboring watershed districts (e.g. RWMWD, <br />CRWD) <br />• Work share with city staff <br />• Hiring a single Engineering Consultant for a two -year term <br />• Hiring pool of Engineering Consultants for a two-year term <br />• Hiring engineering consultants on a project -by- project basis (which is how the <br />GLWMO has operated through 2011) <br />It is anticipated that the program will be a combination of these options. <br />Audience /Partnerships: Leveraging staff from local cities, Ramsey County or surrounding <br />watershed districts <br />Outcome: The GLWMO has a standard process for selecting and securing the technical <br />support needed to inform management decisions and implement the projects and programs <br />indentified in the 2011 Watershed Management Plan. <br />Typical Range of Funding: At a minimum this would be the annual retainer amount and the <br />other end of the range would depend upon the annual budget. <br />5.
