Recommended Action: The original intent of this goal was to make it clear to the residents of the <br />watershed that the GLWMO understood the need for balance: that it would weigh water resource <br />protection with the recreational needs of those who are using the water resources. if the <br />GLWMO wants to include a goal to maintain or improve the resource to allow for the coexistence <br />of recreational uses and water quality, it needs to develop criteria that it will use to measure <br />whether or not this coexistence is being met or not. Given the difficulty in developing what will <br />likely be subjective criteria, it is recommended that the Board strike this goal from the Plan and <br />include a statement acknowledging this conflict in the preceding issue statement. This point can <br />also be re- iterated throughout the plan (e.g. in a cover letter from the Board of Commissioners). <br />6. Clarify the WMO's intent in managing Lake Levels. <br />Recommended Action: Given that the GLWMO does not own, operate and maintain any of the <br />outlet structures in the watershed, it is our recommendation that the GLWMO have little <br />involvement in the management of lake levels. This responsibility should fall on the entity <br />responsible for the outlet structure (e.g. Ramsey County, Roseville or Shoreview).
