Ms. Correll opined that this comment from Mr. Roberts related to Zebra Mussels, etc. was an
extreme response, and should be included in the "Emerging Issues Section" of the plan and noted
that it was beyond the scope of the GLWMO, but would be addressed by other units or
government.
Ms. Correll advised that she would correct and re -word this response.
Ms. Correll noted that this was similar to an earlier comment, and that she would remove that
comment as it was more general in nature regarding monitoring for shallow lakes.
Ms. Correll advised that this was addressed in the first response to comments document, and the
commenter would be referred to that document.
With Board concurrence, Ms. Correll suggested be revised from "water skiing — water craft
activity," to "motorized watercraft."
Ms. Correll responded to Chair Eckman's comment that the authority would depend on the
purpose for establishing flood plains.
This comment from Mr. Roberts was seeking to identify Roseville residents attending stakeholder
meetings; with members identifying those there were aware of attending who may not have
signed in or specific their community. Names readily available from Roseville to be added
included James Stark, Mary Sorenson, Jim Kerstring and Kay Evenson (with their 18 and 21 y/o
children), Skip Von De Linde, and Edward Roberts.
Mr. Maloney, maker of this comment, opined that the response didn't address the comment
related to listing lake association groups under non - regulatory entities.
Chair Eckman suggested that instead of calling out those two (2) lakes identified and their
neighborhood groups, since the Board continued to become aware of other lake associations
previously unknown, that the Plan state informal neighborhood groups around smaller lakes
primarily addressing invasive weed and algae control. Chair Eckman questioned if this would
address Mr. Maloney's comment.
Mr. Maloney advised that he was not necessarily anticipating a formal Board response to his
comment; and that his initial concern was that inclusion of that statement seemed selective for the
type of groups and their specific purpose, without clarity for the Plan reader of the GLWMO
Board's rationale for including that information. Mr. Maloney noted that there were many
loosely - affiliated groups in a community for whatever purpose, and attempting to include them as
part of a ten (10) year Plan did not serve to help in implementing the Plan. Mr. Maloney noted
that the GLWMO Board retained statutory and rule authority, and while seeking input from
outside organizations or groups, the Board governed the Plan itself.
7
