<br />City Council Study Session - 05/16/05 <br />Minutes - Page 3 <br /> <br />special thank you to Mr. Willenbring by the City Council <br />for his efforts in spearheading the clean up activities. <br /> <br />Mayor Klausing suggested to City Manager Beets that, <br />perhaps in a future Park Department informational <br />presentation, Mr. Evenson could identify various invasive <br />speCIes. <br /> <br />2. <br /> <br />City Council Goal Setting <br />Mayor Klausing introduced the ranking process - by department <br />and corporately by staff, and individually by Councilmembers, <br />during and following the Saturday, February 19, 2005 Council <br />Study Session in an effort to draft a preliminary 2006 Budget. <br />Mayor Klausing encouraged discussion at tonight's meeting in <br />an effort to find areas of consensus among Councilmembers to <br />provide guidance to staff in their development and preparation of <br />budget priorities for 2006. <br /> <br />City Manager Beets noted that staff was beginning preparation of <br />a 2006 Preliminary Budget to present to the City Council in June <br />of2005, to be followed by a series of Budget Work Sessions. <br /> <br />Mayor Klausing attempted to guide discussion to build <br />consensus, through initiating discussion for the Public Safety <br />priorities and to determine department rankings and priorities; <br />areas for considering expansion of services or programs, and <br />areas where reductions or elimination of services or programs <br />could be considered. <br /> <br />Councilmember Schroeder expressed his preference for <br />additional Police Officers on the street, n<)t in management or <br />administrative positions; speaking in support of increasing traffic <br />enforcement from one to three officers on the street, and to <br />bring back Community Service Officer (CSO) positions to <br />provide assistance to the Police Department and get officers back <br />on the street. <br /> <br />Councilmember Maschka expressed his support for exploration <br />of a Commercial Patrol Service, noting that a majority of the <br />crime in Roseville was in commercial areas. <br /> <br />City Council <br />Goal Setting <br />
