<br />City Council Study Session - 05/16/05 <br />Minutes - Page 5 <br /> <br />compression of commercial property taxes and impacts to City <br />and public safety. Councilmember Maschka further opined the <br />need for additional housing in Roseville, specifically in the rental <br />housing inspection and licensing program; and suggested that <br />Police Chief Sletner include funding for additional domestic <br />violence concerns in her proposed department budget if <br />warranted. <br /> <br />Discussion included where to fund such a rental inspection and <br />licensing program: through the HRA or City governmental <br />funds; whether it would be revenue-neutral with fees covering <br />the cost of the program, or partially funded through other <br />revenue sources. <br /> <br />Councilmember Ihlan noted that when asked to add priorities to <br />the list, some were policy-related and some were budget-related. <br />Councilmember Ihlan questioned how to rank priorities without <br />knowing all associated cost projections; or determining whether <br />or not the Council supported a levy increase, or "zero percent" <br />levy. Councilmember Ihlan opined her support of a rental <br />inspection and licensing program funded by fees, in an effort to <br />not pit it against current City services and/or programs. <br /> <br />City Manager Beets suggested a determination. by the City <br />Council as to their 2006 overall budget assumptions: <br />inflationary, zero or current programs plus inflationary increases; <br />and the need for staff to know that assumption as soon as <br />possible. <br /> <br />Further discussion ensued regarding identifying Council <br />priorities and goal setting; linkage between policy and budget; <br />and potential need for a structural budget revision. <br /> <br />Councilmember Kough questioned maintenance and <br />continuation of current services (i.e., leaf pick up; compost pile <br />maintenance and drainage; and curbside recycling). <br /> <br />Mayor Klausing opined that there was not a majority vote to <br />eliminate the leaf collection program, and further discussion of <br />that issue likely wouldn't create a change of votes. <br />
