<br />City Council Study Session - 05/16/05 <br />Minutes - Page 8 <br /> <br />avoid negative situations. <br /> <br />Further discussion included the process in selling the current <br />service center and Request for Proposals (RFP) process; and <br />environmental studies to-date. <br /> <br />Dr. Witthuhn noted that the original RFP's were disappointing, <br />potentially due to uncertain soil conditions; prompting the <br />District to proceed with an environmental study, currently in the <br />third phase, to maximize the return on the property. Dr. <br />Witthuhn noted that the District had been working cooperatively <br />with City staff in funding for the studies and seeking their <br />expertise in the process. <br /> <br />Mayor Klausing thanked the School Board representatives for <br />their attendance and the update; and on behalf of the City <br />Council, expressed the City's willingness to continue working <br />together. <br /> <br />Councilmembers III turn congratulated the District on their <br />completion of the difficult decision-making process; their <br />communication efforts; and their openness with the community. <br /> <br />4. <br /> <br />City Council Rules of Procedure <br />Mayor Klausing noted the previously-expressed request by <br />Councilmembers for further discussion of proposed City Council <br />Rules of Procedure prior to their adoption at a regular Council <br />meeting. <br /> <br />City Manager Beets provided a staff memo, listing 10 areas of <br />apparent dispute among Councilmembers, and sought further <br />clarification and direction in order to draft a final document for <br />Council consideration. <br /> <br />Public Comment <br />Discussion included whether to allow public comment at the <br />inception of each meeting to include City residents or anyone <br />wishing to speak.
