356 Mr. Norton advised that he had received information on tonight's Public Hearing through the lake <br />357 association, alerting the need for residents to review a specific portion of the Plan related to Lake Owasso. <br />358 Even through all of that, Mr. Norton advised that he had received no direct communication from the <br />359 GLWMO on the process; and had only received comments from individuals on the lake association about <br />360 issues and problems they had with the Plan, not on the process from the get -go. Mr. Norton opined that it <br />361 would have been nice to have more information available to the public on what the GLWMO was about, <br />362 what the Plan encompassed, and the schedule for discussion; and what public comment was being <br />363 solicited. Mr. Norton recognized that the GLWMO Board may not have a sufficient budget to allow <br />364 direct communication to its constituents; however, he noted that there were only a few hundred people on <br />365 each lake in the WMO, and volunteers may have been able to get additional notices out. <br />366 <br />367 Unidentified audience member (off microphone) <br />368 The speaker suggested that, if the GLWMO website allowed sign -up for receipt of information via e -mail, <br />369 it would be an inexpensive way to receive responses and involvement from the public. <br />370 <br />371 Mr. Petersen advised that the GLWMO Board attempted to keep its website up -to -date as much as <br />372 possible given budget and staff constraints; and suggested that the public needed to meet the WMO half - <br />373 way and access the website as well. <br />374 <br />375 Audience member Jill Roberts, (off - microphone) <br />376 Ms. Roberts noted that the GLWMO website needed to be kept up -to -date with upcoming agendas well <br />377 before a meeting date; and opined that this was not occurring; and opined that there was a big lack of <br />378 communication. Ms. Roberts also expressed her frustration about the way the meeting was being run <br />379 tonight with the public being unable to hear from the GLWMO Board; noting that it was not as if the <br />380 GLWMO Board didn't have time to prepare since they knew about the meeting date for some time, <br />381 <br />382 Additional comments, Nito Quitevis, 450 Horseshoe Drive <br />383 Mr.Quitevis concurred with Mr. Norton's comments regarding the importance of communication; and <br />384 opined that the responses given by Mr. Petersen on the process followed was a prime example to <br />385 everyone in the room of how government gets jammed down throats. Mr.Quitevis noted that when <br />386 people offer their input, even when not fully aware of what the GLWMO was doing, references continue <br />387 to be made about "procedure," and no matter what public input was received, the procedure would <br />388 continue to move forward without considering that input, and regardless of whether the government body <br />389 was plowing up ground that had already been plowed, and regardless of the performance record of the <br />390 GLWMO. Mr.Quitevis opined that there was no accountability of the malfeasance done to -date. Mr. <br />391 Quitevis noted that the majority of those attending tonight did not understand the Plan; however, as long <br />392 as the WMO stayed within the parameters of the system, it would continue to get jammed down throats, <br />393 with people paying for lake property soon finding themselves shut off from using the lake. Mr.Quitevis <br />394 cited the proposed "No Wake Zone" on Lake Owasso as a good example, and questioned where that <br />395 would have gone if the WMO had shut off the lake to public use, but sticking to the Plan according to the <br />396 system. Mr. Quitevis advised that these were the issues to be discussed; and opined that it was a well - <br />397 known fact that if you didn't use a lake, it would die, as the oxygen level would not remain health. Mr. <br />398 Quitevis stated that history was very important, and those not paying attention to history would repeat the <br />399 same mistakes. Mr. Quitevis noted that there weren't a lot of people in attendance tonight, due to not a <br />400 lot of people being aware of the meeting and unable to monitor what the GLWMO was doing. However, <br />401 Mr.Quitevis noted that the people attending are stating that they need to talk to the GLWMO Board; and <br />402 while a 200 plus page Plan was problematic, those attending tonight's Public Hearing were very <br />403 concerned about their water resources. Mr. Quitevis questioned what was being done about the <br />404 homeowner on Rice Street fertilizing a lawn and that runoff going into the storm sewer gutters and into <br />405 Lake Owasso. Mr. Quitevis stated that he could monitor this and see dumb things offered by people <br />8 <br />
