<br />City Council Regular Meeting - 05/09/05 <br />Minutes - Page 11 <br /> <br />agreements: continued pick-up and drop-off of customers at the <br />mall entrance; customer transfer from bus to bus; and the park <br />and ride facility. Mr. Welsch recognized the challenges in <br />mediating the timing or termination of customer transfer and the <br />park and ride lot, noting that the City must approve a transit <br />agreement as a portion of the PUD agreement. <br /> <br />Mr. Welsch further reviewed various other public infrastructure <br />issues that had been mediated to the satisfaction of City code, <br />including traffic and circulation; transit; on-site parking space <br />modifications; improved storm water management and relocation <br />of sanitary sewer and water main. <br /> <br />Mr. Welsch noted that the City Council had approved the <br />General Concept Plan in December of2004; noting that staff was <br />recommending Council approval of the Amended Planned Unit <br />Development (PUD), while continuing to analyze programming <br />funding and implementation of traffic studies. Mr. Welsch noted <br />that the amended PUD would include razing the former <br />Mervyn's structure and construction of a "Life Style" design <br />structure including retail shops, a bookstore, restaurants and a <br />theater. Mr. Welsch detailed grading and revised landscaping <br />plans; a new concept for Roseville in storm water storage <br />ponding; pending approval by . the Rise Creek Watershed <br />District; lighting plans; life/safety services; and signage. <br /> <br />Discussion included intersection improvements, pathways and <br />easement negotiations and status; snow removal system; and <br />need for consistency in the map exhibits (C-2 and A-2). <br /> <br />Representatives of Jones-Lang-LaSalle, John Schupp and <br />Ron Hunsicker, were present. The applicant's representatives <br />thanked staff for their diligence and mediation to achieve the <br />compilation presented for Council consideration. <br /> <br />Aaron Isaacs of Metro Transit commended staff for working <br />with the applicant and his agency in achieving solutions for this <br />proposed development. Mr. Isaacs also provided, as a bench <br />handout, a survey of park and ride customers for Council <br />information. <br />
