City Council Regular Meeting - 05/09/05
Minutes - Page 12

Duane Schwartz, City Public Works Director was available to
answer questions on various components of the project.

Councilmember Schroeder expressed his previous concerns
regarding status of condemnation for lands necessary for
construction of a trail along County Road B-2.

Mr. Schwartz advised that while the condemnation had been
filed, it had not been signed to-date, and if the project receives
approval tonight, there should be no need to expend any money
for the easement.

Councilmember Schroeder sought clarification of connecting
points and access for the pathway from County Road B-2 to the
shopping center.

Mr. Schwartz, via map, outlined the connecting points from the
pathway to the shopping center.

Councilmember Schroeder questioned the applicant on why
outside access was being considered when the remainder of the
mall was accessed through internal means.

The applicant advised that this type of a "life style" mall had
proven more attractive to prospective tenants and customers and
was planned as a strategic advantage to lure tenants to the mall.

Further discussion ensued regarding the changing approaches
and concepts for "hybrid" shopping centers to meet the needs
and expectations of shoppers and tenants for enclosed and open
shopping experiences.

Councilmember Schroeder expressed his concern regarding
whether this plan was feasible or would prove detrimental to the
future of the Rosedale Center.

Further discussion included entrance/exits points and access; and
emergency exits.

There were no public comments related to this project.
