253 Correll opined that she and Mr. Petersen thought the second Public Hearing could specifically address <br />254 those items. <br />255 <br />256 Chair Eckman clarified that Ms. Correll and Mr. Petersen were recommending that the second Public <br />257 Hearing will include the revised plan itself and the proposed WRAPP work plan; with Ms. Correll <br />258 concurring with that clarification; as well as having the 2 "d Public Hearing address specific comments <br />259 brought up at the first Public Hearing and how those public comments to the Plan would be <br />260 addressed in the revised Plan. <br />261 <br />262 Motion 11 -1211-4 <br />263 Member Miller moved, and Member Westerberg seconded approval of authorizing Mr. Petersen and <br />264 FOR to submit the response-to- comments documentation to the state review agencies a minimum of <br />265 ten (10) days prior to the 2 °d Public Hearing and further authorizing Mr. Petersen to repeat the Public <br />266 Hearing process by declaring a Public Hearing to solicit input on the Third Generation Plan and the <br />267 WRAPP; with applicable legal public notice provisions being met in the local newspaperILsi as well as <br />268 informal calendar notices and other methods to get the word out; and declaring a Special GLWMO <br />269 Board meeting at the date/time of that Public Hearing; <br />270 <br />271 Mr. Petersen noted that no additional revisions to the Third Generation Plan would be made until all <br />272 remaining issues had been resolved. <br />273 <br />274 Ms. Correll advised that EOR, at that second Public Hearing, would review the Third Generation <br />275 Plan's outline and what the next DRAFT would entail. <br />276 <br />277 Chair Eckman noted the need for FOR to specifically address the four (4) primary focus areas in the <br />278 revised 3`d Generation Plan as well as those that will no longer part of it. <br />279 Mr. Petersen noted ongoing request from GLWMO residents on how they could get a copy of the <br />280 plan, while the Plan had been published on the GLWMO website for at least Four (4) months. <br />281 <br />282 At the request for clarification by Member Miller, Mr. Petersen advised that previously GLWMO <br />283 Board - approved responses -to- comments had been published on the GLWMO website; however, this <br />284 information should have been relayed, in hard -copy, to the various state agencies responsible for <br />285 reviewing the Draft Plan, with Ms. Lewis concurring as per State Statute that all responses must be in <br />286 writing to the State agencies and submitted at least 10 days prior to the Public Hearing. <br />287 <br />288 Member Von De Linde expressed her frustration that so many GLWMO residents remained unaware <br />289 of these meetings; and her desire for more support to allow those residents to know what was <br />290 happening. <br />291 <br />292 Member Miller opined that it was human nature that no matter the extent of notices provided, <br />293 someone would still claim they were not notified in a timely or sufficient manner. <br />294 <br />295 Ms. Lewis opined that, if the GLWMO Board retained a copy of those people submitting comments, <br />296 the Board use their e-mail or mail contacts to alert them to meeting announcements. Ms. Lewis <br />297 advised that she still had difficulty receiving copies of meeting notices from the GLWMO Board, <br />298 even though she continued to request those notices. <br />299 <br />300 Member Von De Linde opined that asking people to access information from the GLWMO website <br />301 was asking too much; and there should be other avenues to pursue to keep them advised. <br />302 <br />6 <br />
