Consider Adopting a Dangerous Animal Ordinance Police Chief Carol Sletner, as addressed by Mayor Klausing, noted that the proposed Ordinance language had been modified to address "proper enclosure" defining requirements for both dangerous animals and dangerous dogs. Chief Sletner noted that the proposed amendments to Title Five, Section 401.16 of Roseville City Code would allow for the registration and regulation of animals that fall under the definition of vicious or dangerous animals as defined in the proposed ordinance contained in the staff report dated May 23, 2005. Chief Sletner reviewed a recent incident with a dangerous animal that was not able to be identified as such under current Code, and was moved from the City's jurisdiction after repeated attacks to pedestrians. There was considerable discussion between staff and City Council regarding various portions of the ordinance and continuing lack of consensus regarding language; definitions; paralleling State Statute; the need for such ordinance revisions; minimum square footage for kennels and/or enclosures; competency and qualification of staff or responsible parties in determining dangerous and vicious animals; and confinement areas. Maschka moved, Klausing seconded, adoption of an ordinance amending Title Five, Section 501.16, Vicious Animals, as presented in the staff report dated May 23, 2005. Councilmember Maschka spoke in support of the motion; opining that the current code language created a disaster waiting to happen and was created by a few irresponsible pet owners Dangerous Animal Ordinance
