<br />City Council Regular Meeting - OS/23/05 <br />Minutes - Page 26 <br /> <br />Ramsey County, County Road C Reconstruction Project." <br /> <br />Councilmembers recognized the impacts to residents, but further <br />recognized the need to complete the project at everyone's earliest <br />convemence. <br />Roll Call <br />Ayes: Maschka; Kough; Ihlan; Schroeder and Klausing. <br />Nays: None. <br /> <br />9. <br /> <br />Consider Adopting a Dangerous Animal Ordinance <br />Police Chief Carol Sletner, as addressed by Mayor Klausing, <br />noted that the proposed Ordinance language had been modified <br />to address "proper enclosure" defining requirements for both <br />dangerous animals and dangerous dogs. Chief Sletner noted that <br />the proposed amendments to Title Five, Section 401.16 of <br />Roseville City Code would allow for the registration and <br />regulation of animals that fall under the definition of vicious or <br />dangerous animals as defined in the proposed ordinance <br />contained in the staff report dated May 23, 2005. <br /> <br />Chief Sletner reviewed a recent incident with a dangerous animal <br />that was not able to be identified as such under current Code, and <br />was moved from the City's jurisdiction after repeated attacks to <br />pedestrians. <br /> <br />There was considerable discussion between staff and City <br />Council regarding various portions of the ordinance and <br />continuing lack of consensus regarding language; definitions; <br />paralleling State Statute; the need for such ordinance revisions; <br />minimum square footage for kennels and/or enclosures; <br />competency and qualification of staff or responsible parties in <br />determining dangerous and vicious animals; and confinement <br />areas. <br /> <br />Maschka moved, Klausing seconded, adoption of an ordinance <br />amending Title Five, Section 501.16, Vicious Animals, as <br />presented in the staff report dated May 23, 2005. <br /> <br />Councilmember Maschka spoke in support of the motion; <br />opining that the current code language created a disaster waiting <br />to happen and was created by a few irresponsible pet owners <br /> <br />Dangerous Animal <br />Ordinance <br />
