<br />City Council Regular Meeting - OS/23/05 <br />Minutes - Page 25 <br /> <br />Nursing Home. <br /> <br />Roll Call <br />Ayes: Maschka; Kough; Ihlan; Schroeder and Klausing. <br />Nays: None. <br /> <br />8. <br /> <br />Public Hearing on Noise Variance; Consider Adopting a <br />Resolution Authorizing Extended Working Hours for the <br />County Road C Reconstruction Project <br />City Engineer, Deb Bloom reviewed background information <br />and the request of Shafer Contracting, Ramsey County's <br />Contractor, for extended working hours in order to finish the <br />construction project by November of 2005. Ms. Bloom noted <br />that the contractor had provided an aggressive schedule in an <br />effort to complete the concrete road sections by this winter, <br />dependent on weather. Staff recommended approval of the <br />request for variances to City Code 405.04 regarding restrictions <br />for operation; recognizing that residential areas near the project <br />may incur inconveniences, but would allow the project's earlier <br />completion in the overall best interests of residents, businesses <br />and traffic flow. <br /> <br />Ms. Bloom reviewed the proposed dates and purposes for the <br />variance, as outlined in the staff report dated May 23, 2005; <br />noting the contractor's desire to accommodate water shutoffs and <br />water main work during off-peak business hours to lessen the <br />impact on affected businesses and residences. Ms. Bloom also <br />noted the need to stage the green sawing of the concrete as <br />determined by weather and the pour schedule. <br /> <br />Ms. Bloom advised that City staff had provided notice of <br />tonight's Public Hearing to affected property owners within a <br />350' radius, along with the James Addition; and would make <br />every attempt to provide adequate notice and scheduling <br />information to those properties impacted of impending <br />interruptions in access and/or services. <br /> <br />Mayor Klausing opened and closed the Public Hearing at 9:02 <br />p.m.; with no one appearing for or against. <br /> <br />Maschka moved, Schroeder seconded, adoption of Resolution <br />No. 10311 entitled, "Resolution Extending Working hours for <br /> <br />Resolution 10311 <br />Public Hearing on <br />Noise Variance <br />County Road C <br />Reconstruction <br />Project <br />
