<br />City Council Regular Meeting - OS/23/05 <br />Minutes - Page 3 <br /> <br />inappropriate in this forum. <br /> <br />Mr. Sands proceeded to provide a verbal summary of the <br />video related to the City of Plymouth and a 1999 <br />referendum, facilitated by Joy Tierney, related to the <br />process; and as had been proposed during public comment <br />at previous meetings by Mr. Dick Houck of Roseville. <br /> <br />Mr. Sands presented a requested resolution for a <br />referendum (NO COPY AVAILABLE) requesting that the <br />City Council make a motion requesting the City Attorney <br />to draft a referendum motion related to the Twin Lakes area <br />that would satisfy legal requirements for later City Council <br />review and possible approval, for the purpose of borrowing <br />funds for inclusion of a referendum on the fall election <br />ballot. <br /> <br />c. Douglas Root, 2468 N Hamline Avenue <br />Mr. Root addressed continuing traffic congestion and <br />pedestrian safety on Roseville County roads due to <br />effective diversion of traffic from Highway 36 and <br />Highway 280; and asked the City Council to consider the <br />resolution proposed on tonight's agenda to bring matters to <br />the attention of state legislative leaders. <br /> <br />Mayor Klausing suggested Mr. Root hold further comment <br />until that portion of the agenda. <br /> <br />D. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn questioned Council Rules and Procedures <br />for public comment. <br /> <br />Mr. Kysylyczyn provided notice to the City Council and <br />the City Attorney that he would be posing several questions <br />at a future Council meeting on City Council Rules and <br />Procedure, specifically related to simple and super majority <br />and Statutory requirements and what legal basis the City <br />Council proposed to supercede State Statute. <br /> <br />Mr. Kysylyczyn also questioned Mayor Klausing on the <br />recent vacancy on the Housing and Redevelopment <br />
