<br />City Council Regular Meeting - OS/23/05 <br />Minutes - Page 32 <br /> <br />Council's decision-making regarding proposed repairs and <br />receipt of bids. <br /> <br />Mr. Jacobson provided a report timeline; upcoming meetings; <br />draft report preparation and review by the Task Force and the <br />Parks and Recreation Commission; with preliminary review by <br />the City Council at their June 13, 2005 meeting and Task Force <br />review of that City Council feedback, followed by the final <br />report to the City Council at the June 20, 2005 Council meeting. <br /> <br />Mr. Jacobson provided a proposed outline of the report that <br />would include: an Executive Summary with recommendations; <br />an Introduction; Background and OVAL history from a financial <br />perspective; the analysis by the Task Force (i.e., assumptions, <br />observations, theme reviews, business model, and proposed <br />options; and Task Force Recommendations. Mr. Jacobson <br />reviewed the various aspects of the Task Force Analysis that <br />would consider options, such as: a retail tax; corporate <br />sponsorship; personal/corporate philanthropy; a bonding bill; <br />user fees; operating efficiencies; on/off season events; a <br />charitable gambling foundation; and the appropriate level of City <br />support. <br /> <br />Discussion included a definition of City subsidy related to type <br />and amount proposed; alternative revenues; cost savings; and an <br />assessment of the business model expected to include: context; <br />hard dollar assessment; soft dollar assessment; public usage <br />assessment; economic impact assessment; mothballing and/or <br />removing the oval. <br /> <br />Further discussion involved economic impact assessment <br />anticipated at the next meeting by the Roseville Visitor's <br />Association (RV A); the Task Force meeting schedule and <br />location; work of the Engineering Task Force and their <br />upcoming meeting to review plans and specifications with <br />anticipated advertisement of bids yet this week. <br />
