<br />City Council Regular Meeting - 06/13/05 <br />Minutes - Page 13 <br /> <br />work to-date on the HRA. <br /> <br />Authority (BRA) <br />Member <br /> <br />City Manager Beets provided a brief overview of State Statute <br />469.003 related to filling vacancies on HRA's. <br /> <br />Mayor Klausing opined his support for appointment of a <br />Councilmember to serve on the HRA in an attempt to link the <br />two groups and improve communication. Mayor Klausing <br />recommended the appointment of Councilmember Maschka, <br />given his interests in housing within the community, but was <br />open to Council preference for a Councilor citizen appointment <br />through the application process. <br /> <br />Councilmember Maschka confirmed his interest in housing as a <br />priority and goal to pursue in the interest of rental housing, <br />apartment safety, code enforcement and public safety delivery; <br />expressed his willingness to serve on the HRA, but was open to <br />citizen application and appointment as well, depending on <br />Council preference. <br /> <br />Councilmember Ihlan questioned the term of the appointment, <br />and whether it coincided with a Councilmember's term of office. <br /> <br />HRA Executive Director Cathy Bennett confirmed that a <br />Councilmember would serve through their term. <br /> <br />Itecess Itecess <br />Mayor Klausing recessed the meeting at approximately 7 :25 <br />p.m., evacuating the Council Chambers due to a Tornado <br />Warning, and reconvening the meeting at 7:43 p.m. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn questioned the consistency of past and current <br />Council comments and their interpretation of communication <br />Issues. <br /> <br />Further Council discussion included the time line for appointment <br />to fill the vacancy. <br />Councilmember Kough spoke in support of a Council <br />appointment to the HRA; but preferred to consider such <br />appointment with a full Council present. <br />
