City Council Regular Meeting - 06/13/05
Minutes - Page 14

Mayor Klausing recognized the divisions of the City Council
related to Twin Lakes Redevelopment Project issues, but sought
consensus on other issues.

Mayor Klausing directed staff to include consideration of this
item on the June 20, 2005 Council agenda.

9.

Consider a Process for Selecting a new North Suburban
Cable Commission (NSCC) Member Representing Roseville
City Manager Neal Beets advised that Councilmember Schroeder
had recently notified the Chair of the NSCC of his resignation;
thus creating a vacancy in the Board of Directors. Mr. Beets had
included a copy of the Joint and Cooperative Agreement among
10 cities making up the NCSS and appointment process to be
followed via resolution. Mr. Beets noted that each City had one
Director, and one alternate.

Councilmember Maschka questioned past practice of having a
Councilmember serve as a Director, and with recent changes to
the NSCC, was that still an appropriate arrangement.

City Manager Beets discussed the strategic planning efforts at
NSCC this year and their consideration of new directions,
possibly to pursue other communication issues and broaden their
powers and marketing authority, with no decisions having been
made to-date; but recognizing the substantial weight that the City
of Roseville' s Director brings to the Board.

After further discussion related to cable issues, the best
representative to serve on the Board, and other concerns, it was
Council consensus to take the matter under advisement at this
time to determine elected versus community appointment.

When polled as to their interest in serving on the Board,
Councilmembers expressed the following opinions:
Councilmember Maschka, given pending appointment to the
BRA, would not have time unless that appointment did not
proceed; Councilmember Kough was not interested due to time
constraints; Councilmember Ihlan, pending additional review of
the responsibilities of the role would consider appointment; and

Consider a Process
for Selecting a new
North Suburban
Cable Commission
Member
Representing
Roseville
