<br />City Council Regular Meeting - 06/13/05 <br />Minutes - Page 15 <br /> <br />Mayor Klausing was not interested due to time constraints. <br /> <br />Staff was directed to advise Councilmember Ihlan of the Board's <br />next meeting, to allow an opportunity to observe the Board and <br />further determine her interest in serving. <br /> <br />No action taken. <br /> <br />11. <br /> <br />Consider Citizen Poll on Tax Increment Financing <br />Ihlan moved, Kough seconded, prior to any Council action on <br />Rottlund's application for tax increment financing (submitted <br />April 1, 2005), or any Council action to create Tax Increment <br />Financing (TIF) Districts for the Twin Lakes Development, the <br />City shall conduct a scientific community poll to determine <br />citizen support for, or opposition to, the City's use of TIF for <br />Rottlund's proposed Twin Lakes project. The poll shall be <br />designed and conducted or supervised by an independent, neutral <br />third party. All costs for the poll shall be paid by Rottlund. <br /> <br />Councilmember Ihlan spoke in support of the motion, given <br />additional research she had received through her involvement in <br />the Ramsey County League of Local Government (RCLLG) <br />Organization; and the use of scientific polls to determine public <br />support for use of public monies for large and specific projects. <br /> <br />Councilmember Kough questioned the timetable for completing <br />a public survey and the process involved. <br /> <br />Mayor Klausing observed that, in the past, there had not been <br />support for a larger citizen survey that, he opined, would have <br />been helpful in designing overall City policy; and questioned the <br />purpose of the survey since, whether popular opinion or not, the <br />City Council appeared to have already taken their positions, <br />based on their interpretation of what was best for the community <br />long-term. <br /> <br />Councilmember Ihlan reiterated her support for the motion from <br />a policy-making standpoint. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn spoke in support of Councilmember Ihlan's <br /> <br />Consider Citizen <br />Poll on Tax <br />Increment <br />Financing <br />
