138 <br />139 <br />140 <br />141 <br />142 <br />143 <br />144 <br />145 <br />146 <br />147 <br />148 <br />Roseville Human Rights Commission <br />November 16, 2011 - Draft Minutes <br />Page 4 of 6 <br />Outreach Committee Report <br />Commissioner Wayne Groff, a Committee member, sa� reported that he and Commissioner <br />McKenzie and Chair Grefenberg interviewed five impressive candidates and by consensus agreed to <br />recommend Joan Dao and Kayo Kadir to the youth positions. He emphasized that it was a very <br />difficult decision because of the strong candidates. Chair Grefenberg clarified that �e�rgl� there <br />was not a consensus on every candidates, � he agreed to support their recommendation. <br />The Committee moved to ask�g the City Council to � appoint�gtwo additional youth <br />commissioners to the Human Rights Commission. Motion prevailed unanimously. <br />149 Commissioner Groff moved and Commissioner Brisbois seconded motion to � recommend to <br />150 the City Council the a�pointment of Roseville Hi�h School Junior Joan Dao and Roseville Hi�h <br />151 School Senior Kayo Kadir to the Human Rights Commission for a term that expires August 31, <br />152 2012. Motion prevailed unanimously. <br />153 <br />154 Commissioner McKenzie said she looked for ideas to engage youth. She suggested reviewing the <br />155 information from Columbia Law School, which was emailed earlier, Advocates for Human Rights <br />156 and the Humphrey Institute. <br />157 <br />158 Commissioner Groff suggested that the Commission's youth en�a�ement effort mi�ht be a_�ood <br />159 model to present to the League of Minnesota Human Ri,ghts Commissioners. <br />160 <br />161 Commissioners suggested involving the students not appointed to the commission to become <br />162 involved in the Youth �N-����nt Enga�ement Task Force, and once we develop a program we <br />163 could be the ones to share with other cities. Chair Grefenberg said that it should be clear that the <br />164 Youth Commissioners had the good will of the Commission behind them. <br />165 <br />166 Commissioner Groff said he spoke with the Falcon Heights Human Rights Commission and they <br />167 are interested in a joint meeting with the Outreach Committee to discuss collaborative efforts. They <br />168 would include Shareview HRC too. <br />169 <br />170 Chair Grefenberg said he would like the Lea�ue of Minnesota Human Rights Commissioners <br />171 �LMHRC� to hold training on how to hold �forums on a controversial issues, such as the same-sex <br />172 constitutional amendment.. He also said he thou ht it might be useful to hold a regional forum with <br />173 other commissions on this issue. <br />174 <br />175 Commissioner McKenzie said they planned to discuss at their next meeting, and that OutFront <br />176 Minnesota and the faith-based organizations have been working on how to present infortnation to <br />177 the community. She said the LMHRC had to be careful to protect their nonprofit status. They were <br />178 involved in education and program planning and not lobbying. <br />179 <br />180 Commissioner Kris Doneen agreed that it would be usefu] to meet with other commissioners to <br />181 consult on how they saw their role in education and pro�ram �lanning on such controversial issues, <br />182 and what tXpe of �rograms they see as a�propriate and effective. <br />183 <br />
