He reviewed the five themes <br />the Task Force identi�ed. <br />• Commissions should operate in a manner similar to the City Council <br />• City should use more electronic vehicles of communication, emphasizing two-way <br />communication <br />• Renters and residents in non-single family homes should be incorporated into existing <br />city means of notification <br />• The city's role in civic engagement should be to encourage, facilitate and incorporate <br />citizen participation, including but not limited to neighborhood groups, into its <br />communication and decision-making apparatus <br />� Civic engagement makes better decisions by government and serves to invests citizens in <br />their community <br />Chair Grefenberg reviewed each section and encouraged Commissioners to offer their feedback. He <br />noted that a few areas still needed work, but the Task Force planned to take the report to the City <br />Council within two months and then bring back to the Human Rights Commission. He also said <br />there was a possibility of having a second community meeting. <br />. <br />Youth Commission Report <br />Youth Commissioner Marie Siliciano reviewed the communications plan and discussed potential <br />use of a HRC Facebook page. She said the page would start out as a fan page and not have <br />comments until after they see how it goes. She said the page would have information about what the <br />commission is doing and include human rights activities in the area. <br />Chair Grefenberg offered several amendments and asked-t-�a� whether the new youth commissioners <br />�� wanted time to review before deciding whether this was something they wanted to wark on. <br />Commissioner Dao said she would like the opportunitv to do so. <br />Chair Grefenberg moved and Commissioner David Singleton seconded motion that the <br />communications plan be submitted to the Youth Engagement Task Force for its review and <br />recommendation. Motion passed unanimously. <br />Commissioner Thao provided cookies to welcome the new youth commissioners. <br />League of Minnesota Human Rights Commissions (LMHRC) <br />Chair Grefenberg, Commissioner Thao and Commissioner Thelma McKenzie attended the LMHRC <br />annual meeting in December. Commissioner Thao said Department of Human Rights <br />Commissioner Kevin Lindsey was the keynote speaker and Golden Valley Human Rights <br />Commissioner Marian Helland was honored. Chair Grefenberg was appointed a directar of the <br />
