The StaCe through gasoline and license <br />plate fees Collects funds each yeaz to bring this system up ta <br />standard and a1l.ocates monies to co�nmunities for such improve�nents. <br />In the past few years, almosti no impxovementa have beer� made to the <br />MSA s;�stem and numerous roadways are in need af work. Considerable <br />funds have been alloca�ed to the ci.ty over these years and thi.s <br />unused alZocaCian will he 1� million dollars by the end of 1978, unless <br />roadway improvements take place this year. This large fund 1eve1 re- <br />su1CS in the State pettalizing the city;,be�ause the intent o�' the a�- <br />locatian is to do the work, rather than leave the needs unmet. For <br />1978 this pena�,ty, together with past practices of spending MSA funds <br />on other roadways, results in a loss o£ approxima�e�y $28,OQQ to <br />Roseville. <br />These roadway5 on the MSA system nor�nally cazry higher volum�s af <br />traffic than the typical res�.dential street anci, therefore, are.of <br />a broader, city-wi.de imporiance. As such, the residents along tlnese <br />roadways have i.nconveni.ences associ.ated with this heavier traffi.c <br />volume. It, theze£are, would seem appropriate that special con� <br />siderati.on be give.n to such MSA roadways and eounCy roads by reduc- <br />ing the assessments £ar roadway impraverr�ents. <br />The city current�y has a policy of assessing such people an amount <br />that is ec�ual to the cost of a.typi.cal resi.den�ial.street. Last year, <br />this was in the area of $7.Od per fxont foot. �he accompanyir�g reso- <br />lution would amend this specia� assessment policy so that the single <br />family and duplex owners woul.d no longer be assessed for the roadway <br />impravemer�ts aiong the NI,SA and cotinty roads. <br />RECQMt4ENDED ACTION: Adopt�vn of a resolution amending the city's <br />special assessment policy to eliminate pavi.ng <br />assessments for certain properties along MSA <br />and county roadways. <br />
