REVIEV�JED/REC{?MhAENDS: <br />��� <br />Dn May 14, the Environrr�ntal Quality Council�(EQC} he�d a hearing to consider if an <br />environmental assessment (E.A.} should be ordered on the industria7 property near <br />Langdon Lake. The review was the result of a petition signed by aver 540 citizens. <br />As the accompanying letter states, the .EQC'. did order the E.A. for the PIIC property <br />and assigned the city as the reSpansible agency to prepare the document. The city <br />has 45 days from the date of receipt af the letter to complete the E.A., aithough a <br />15-day extension would likeiy be grat�d if we wou7d request it. <br />The �EQC . also urged the city to inc1ude an analysis of all other future industr�aZ <br />develapment near Larigdon Lake, althoUgh they agreed that they cannot order it, nor <br />would the findings bind them in regard ta ordering a new E.A. on any of those �arcels <br />when it �s actuaZly proposed for deveioprnent. The EQC and the petitioners agree that <br />it would be a3most•impassib7e to do such a study within the 45-day dead3ine and �he <br />analyis would be highly theoretical and basica3ly a scenario of the effects of hypo- <br />thetical future construction. <br />The c�ty staff has neither the �ime nar the expertise to prepare such an E.A. and, <br />ther�fc�re, cor�tacted other, who have prepared E.A.s successfully in the past. �de <br />have received proposals from two such organizations. The first is Nationa7 Siocentric <br />Incorporated of Rosevi7]e who have prepared many such E.A.'s recently. Their proposal <br />is very comprehensive and they have done several E.A's recently which were we�l re- <br />ceived by the �QG. Their proposa] is for a maximum_of $9,100.Op for their own staff <br />and up to $4,000 more, if the collection of field data is required for air quality, <br />water quality and noise informatian. � <br />The second proposal is from Howard Dahlgren Associates. They have a�so pre�are�'�.A's <br />which have been we]1 received by the EQC, but have not specialized in this field to <br />the same exten� af National Biocentrics. This proposai is less extensive and utilizes <br />existing city staff and sonsultants to a greater degree. They hav� a7so attempted to <br />put together an approach wf�ich could b� uti7ized as a basic mode7 on which ta base <br />future similar development issues. Their proposaZ is for $2,900 to $4,300, excluding <br />production costs of the final report which wou7d probably be a few hundr�d dollars. <br />The EQC'S request to also analyze the ather undeveloped industrial land near Langdon <br />Laice is being considered separately, because it is not mandated, is not possible for <br />completion within 45 days, is very uncertain as to proper content and is chal3angab7e, <br />even if accepted by th� �QC. Once again, the two firms were requested to submit pro- <br />pasals. <br />iVatio�ai B�ocentric fee]s that this is an exciting new area, which would be very in- <br />teresting and challanging to them and proposes a very comprehensive study which would <br />be completed by fall at a maxir�um cost of $1�4,500,OQ. <br />Haward Dah7gren Associates feeT that such a study wo�ld be very subjective and specu- <br />la�7ve as to actuaZ possjb]e development and suggests ihat the matter be addressed <br />as part of the comprehensive pian requ�red in �he recently passed "mandatory p7anrting <br />act". The storm water study already authorized by the counci], will be comp7eted by <br />that time and this very impor�ant ��formation wou7d be helpful in deveZoping the <br />anaiysis. Anotl�er point to consider is that 1.1 million dollars has been earmarked <br />for distribution to cammuniti�s for such comprehensive plan prep�ration which wauld <br />help to defray �he expenses for this study, instead of adding such expenses to the <br />city-wide tax burden. <br />-1-- <br />
