The staff further recor�nends that,, because af the ques�ianable results <br />that would b� obtained from th� iarger� analysis of future development, �hat this <br />not be approached as an E.A. It is rather our opinion that this matter couid <br />more prape�rlj�, be undertaken thrnugh the comprehensive p]an review 'to be done in <br />�he future tage�her witF� the information from the water quality analysis obtained <br />in the storm sewer feasibiiity study. <br />Contact with the city attorneys has revealed that the city cannot assess either the <br />PIK ownership ana�ysis or the braader study. Eugene Pikowski of PIK T�rminal has <br />been approached, in regard to his firm funding the smaller 45-day study, but he is <br />unable to respond at this time. <br />RECOMMETJDED ACTION: <br />(A) Adoption of a resolutian authorizing the mayor and city r�anager to enter <br />i nto an agreerr�nt wi �h (Haward �lahi gren Associ ates )(f�att onal Bi ocentri c, Inc. ) <br />to prepare an envi ronmen�al assessment on the �iiC Termi m� nal pra�erty, i n <br />accordance with the EQC letter received May 18, 1976. <br />(6) Defer action on the ana�ysis of the other undeveZoped industria3 property, <br />until the storm water study is completed.anc! can be interpreted with the <br />review of the comprehensive plan, or <br />Adopt a reso7ufizon authorizing the mayor and manager to enter into an <br />agreement with Na�ional Biocentric, Inc, to prepare an analysis of the <br />undeve7oped industrial property near Lanqdan Lake. <br />
