Reduction af the building he�.ghC fro�n 7 stories ta 5 stories. <br />2. Reduction in the n�er o� eZdex-Iy uni�s hy a total af 18 units. <br />3. Reduction in the ntunber o£ car spaces for �he elderZy from 24 to <br />lb, by elimination o� one of the garages. <br />4. Added organized play space for the family hausing areas. <br />5. Aropping the one acxe area -to be rezoned tca be accupied by �e <br />ponding area. The ponding area wi.11 be a part of the proj�ct and <br />will be occupied by the pond as proposed, bu� wi11 rem�i�, zoned <br />B-2 as zs now the �ase. <br />You wzll hope£ully have had an opportunity to review �.he existing development <br />on Rhode Island Avenue in Go].den VaZley whirh, as you know, is alr:iost i.den�.ical <br />in building deszgn concept to the pxaject praposed in. R�seville, It is genera3Zy <br />recogniz�d in the metxapa�i�an area as one of the bettex 'Tmixed housing" c�ve�op' <br />ments �eaturing elderly occupancy and £am�Iy living units on the same site. We <br />have checiced with the staff of the City af Go�den Valley and �ind that they xegard <br />the development as we�l d.one and success£ul. <br />A reduc�ion in the height af the ovexall building wz11 cextainly ma�eria�ly aid <br />the clegree of acceptance and cvmpatability with single farniZy residznti.a7. <br />development in the area. TI�e accampanying reduc�iQn in density (18 fe�,�er <br />elderly �.mits) derives a more spacious arrangement, and would appear to be well <br />acca�r!odated in the site plat�. The small childr.ens pZay area and equi.pment have <br />been added i.n fhe open spaces within the �amily livixxg area. This wi12 b� <br />he�pful for sma�Ier chi3dren. The presence of athletic area for the ele�ntary <br />school on the cantiguot�s praperty, of caurse, is the lcey feature that provxdes <br />recreational space. We suggest �he changes proposed a11 constitute improve- <br />rt�ents af some signif�cance, and. i.n. the averall make the propasaZ a xeasonabie <br />can.diclate far positzv� actian. <br />1+Ye previously comrnente�. on the relative assets o� this project in qu�stzan as <br />it relates to the second elderly projec� in Rosevzlle. Canversations �rith <br />represe;�taiives of the Miru�eso�a Housing Finance Agency defini.te.ly indicate <br />the possibility of approval fox on.ly one o�' the projects in the City. The <br />respnnsi.bility for making this choi.ce lies with the agency `vho has established <br />the criteria and regtzlarly makes such choices within vaxious cozYUnuni�i,�s. The <br />ques��on before the City is whether or not the proposal is appropxiate on �hi$ <br />specifie site irrespective of campetition elsewhere. <br />
