<br />s. Eliminate physical deterrents to the development or redevelopment of the <br /> <br />land. <br /> <br />t. Create a desirable and unique character within the Project Area through <br />quality land use alternatives and design quality in new and remodeled buildings. <br /> <br />u. Encourage and provide maximum opportunity for private development or <br />redevelopment of existing areas and structures which are compatible with the Program. <br /> <br />v. Create viable environments which will facilitate and enable the <br />construction, upgrading and maintaining of housing stock, maintaining housing health and safety <br />quality standards, and maintaining and strengthening individual neighborhoods. <br /> <br />w. Stimulate private activity and investment to stabilize, enhance and balance <br />the City's housing supply. <br /> <br />x. Eliminate code violations, remediate environmental contamination and <br />eliminate nuisance and other negative conditions that adversely affect neighborhoods or are <br />obstacles to the objectives of the Program. <br /> <br />y. Remove substandard structures. <br /> <br />2.03 The Council hereby finds that the proposed redevelopment is located in an area as <br />to which the Council has approved and adopted the Tax Increment District and the Subdistrict <br />and the Council has approved and adopted the respective Tax Increment Financing Plans relating <br />thereto pursuant to Minnesota Statutes, Sections 469.174 through 469.1799, inclusive, as <br />amended and supplemented from time to time. <br /> <br />Section 3. <br /> <br />Authorization. <br /> <br />3.01 The Mayor and City Manager (the "Officers") are hereby authorized to execute <br />and deliver the Redevelopment Contract when the following conditions are met: <br /> <br />(1) Substantial conformity of the Redevelopment Contract to the form of <br />Redevelopment Contract presented to the Council as of this date, with <br />such additions and modifications as the Officers may deem desirable or <br />necessary as evidenced by their execution of the Redevelopment Contract. <br /> <br />(2) Approval of the Redevelopment Contract as to form and substance by the <br />City Attorney, and <br /> <br />(3) Reimbursement by Roseville Twin Lakes, LLC to the City of the amounts <br />set forth in Section 9.1 (a) of the Redevelopment Contract. <br /> <br />4 <br />
