qASFAbhE <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/27/12 <br />Item No.: 7.g <br />Department Approval City Manager Approval <br />Item Description: Approve a Resolution to Accept the Work Completed, Authorize Final <br />Payment, and Commence the One -Year Warranty Period on the 2011 <br />Sanitary Sewer Lining Project <br />1 BACKGROUND <br />2 On February 14, 2011, the City Council awarded the 2011 Sanitary Sewer Lining Project to <br />3 Michels Corporation of Brownsville, Wisconsin. The work for this contract was finished in <br />4 October, 2011, and the contractor has requested final payment. This project consisted of 15,3 86 <br />5 linear feet of sanitary sewer main lining in areas throughout the City identified as having root <br />6 intrusion or infiltration problems. <br />7 POLICY OBJECTIVE <br />8 City policy requires that the following items be completed to finalize a construction contract: <br />9 • Certification from the City Engineer verifying that all of the work has been completed in <br />10 accordance with plans and specifications. <br />11 • A resolution by the City Council accepting the contract and beginning the one -year warranty. <br />12 FINANCIAL IMPACTS <br />13 The final contract amount, $542,136.40, is $62,268.40 more than the awarded amount of <br />14 $479,868. This represents an increase in the contract of 13 %. The cost increase is the result of <br />15 two project change orders. The first was the result of staff identifying an additional 2,221 linear <br />16 feet of sanitary sewer main that was in immediate need of lining. The second was because the <br />17 liner on the 30" sewer line on Long Lake Road needed to be thicker than originally designed; this <br />18 was due to the high groundwater table discovered near the main. The thicker liner increased the <br />19 liner cost for the 30" pipe. <br />20 Decisions regarding this additional work needed to be made while the work was being completed, <br />21 not allowing for the processing of a change order prior to the execution of the work. This project <br />22 was funded using sanitary sewer utility funds and Metropolitan Council Environmental Services <br />23 Municipal Inflow and Infiltration Grant funds. <br />24 STAFF RECOMMENDATION <br />25 Since all necessary items have been completed in accordance with project plans and <br />26 specifications, staff recommends the City Council approve a resolution accepting the work <br />27 completed as the 2011 Sanitary Sewer Lining Project and authorize final payment of $164,788.42. <br />28 REQUESTED COUNCIL ACTION <br />29 Approve the resolution accepting the work completed as 2011 Sanitary Sewer Lining Project, <br />30 starting the one -year warranty and authorizing final payment. <br />Prepared by: Kristine Giga, Civil Engineer <br />Attachments: A: Resolution <br />B: City Engineer Certification <br />Page 1 of 1 <br />
