Human Rights Commission <br />Meeting Minutes <br />November 16, 2011 <br />Commissioners Present: Jill Brisbois, Kristin Doneen, Chair Gary Grefenberg, Wayne Groff, <br />Thelma McKenzie, Kaying Thao, Vice Chair David Singleton <br />Youth Commissioners Marie Siliciano <br />Staff Present: Carolyn Curti, Bill Malinen <br />Call to Order <br />The meeting was called to order at 6:37pm, and the clerk called the roll. <br />Approve Agenda <br />Commissioner David Singleton moved and Commissioner Jill Brisbois seconded motion to approve <br />the agenda. Motion prevailed unanimously. <br />Approve Minutes of October 11, 2011 <br />Chair Gary Grefenberg distributed and reviewed suggested changes to the minutes. Carolyn Curti <br />suggested an amendment under the Staff Report item, corrected the third place prize in the Student <br />Essay Contest to read $20. City Manager Bill Malinen also suggested a grammatical correction. <br />Chair Grefenberg moved his written amendments and staff's suggested changes, and Commissioner <br />Singleton seconded motion to approve the amended minutes. Motion prevailed unanimously. <br />Report of the Chair <br />Chair Grefenberg said he would continue to make sure the minutes accurately reflected the <br />Commission's deliberations and actions since the minutes were one of the few ways of recording <br />the Commission's actions, and were reviewed by others, including City Council members. <br />Grefenberg reviewed the Commission's standing committee structure and membership document <br />included in the meeting packet as Agenda Item #5.1.1. He said that it would be useful if the <br />Outreach Committee pick one of its members to attend the Operations Committee meetings. <br />Commissioner Kris Doneen clarified that it need not be the same Outreach Committee member at <br />each Operations Committee meeting. <br />He also reviewed the Advisory Groups and Task Forces also listed on the same document, noting <br />that although he and Commissioner Thao would serve on the Youth Engagement Task Force he <br />would like this proposed Task Force to be chaired and its agenda set by the Youth Commissioners. <br />Youth Commissioner Marie Siliciano agreed that this was a good way to proceed. <br />Chair Grefenberg said that at his request he met with � a City Attorney to discuss the impact of <br />the open meeting� law� on the Commission's activities. He said the City Attorney would be invited <br />to attend the January or February meeting to discuss this issue with the Commission.
