The Committee moved to askrg the City Counci] to appoint two additional youth commissioners to
the Human Rights Commission. Motion prevailed unanimously.
Commissioner Groff moved and Commissioner Brisbois seconded motion to recommend to the City
Council the appointment of Roseville High School Junior Joan Dao and Roseville High School
Senior Kayo Kadir to the Human Rights Commission for a term that expires August 31, 2012.
Motion prevailed unanimously.
Commissioner McKenzie said she looked for ideas to engage youth. She suggested reviewing the
information from Columbia Law School, which was emailed earlier, Advocates for Human Rights
and the Humphrey Institute.
Commissioner Groff suggested that the Commission's youth engagement effort might be a good
model to present to the League of Minnesota Human Rights Commissioners.
Commissioners suggested involving the students not appointed to the commission to become
involved in the Youth Engagement Task Force, and once we develop a program we could be the
ones to share with other cities. Chair Grefenberg said that it should be clear that the Youth
Commissioners had the good will of the Commission behind them.
Commissioner Groff said he spoke with the Falcon Heights Human Rights Commission and they
are interested in a joint meeting with the Outreach Committee to discuss collaborative efforts. They
would include Shoreview HRC too.
Chair Grefenberg said he would like the League of Minnesota Human Rights Commissioners
(LMHRC) to hold training on how to hold a-forums on controversial issues, such as the same-sex
constitutional amendment.. He also said he thought it might be useful to hold a regional forum with
other commissions on this issue.
Commissioner McKenzie said they planned to discuss at their next meeting, and that OutFront
Minnesota and the faith-based organizations have been working on how to present information to
the community. She said the LMHRC had to be careful to protect their nonprofit status. They were
involved in education and program planning and not lobbying.
Commissioner Kris Doneen agreed that it would be useful to meet with other commissioners to
consult on how they saw their role in education and program planning on such controversial issues,
and what type of programs they see as appropriate and effective.
At this time Chair Grefenberg said he wanted to add an item to the meeting's agenda, attendance at
the LMHRC's annual meeting. He said he wanted to attend the annual meeting, and vote on behalf
of the Commission. Commissioners asked who was spealcing at the annual meeting, and
Commissioner McKenzie said she would notify others.
Financial Report
The Department of Human Rights is not having their annual meeting for Minnesota human rights
commissions, so that possible commissioner attendance cost will not be expended, and the HRC
could consider paying far attendance at the LMHRC annual meeting.
