Chair Grefenberg reviewed the Report of Civic Engagement Project. He reviewed the five themes
the Task Force identified.
• Commissions should operate in a manner similar to the City Council
• City should use more electronic vehicles of communication, emphasizing two-way
communication
• Renters and residents in non-single family homes should be incorporated into existing
city means of notification
• The city's role in civic engagement should be to encourage, facilitate and incorporate
citizen participation, including but not limited to neighborhood groups, into its
communication and decision-making apparatus
• Civic engagement makes better decisions by government and serves to invests citizens in
their community
Chair Grefenberg reviewed each section and encouraged Commissioners to offer their feedback. He
noted that a few areas still needed work, but the Task Force planned to take the report to the City
Council within two months and then bring back to the Human Rights Commission. He also said
there was a possibility of having a second community meeting.
Youth Commission Report
Youth Commissioner Marie Siliciano reviewed the communications plan and discussed potential
use of a HRC Facebook page. She said the page would start out as a fan page and not have
comments until after they see how it goes. She said the page would have information about what the
commission is doing and include human rights activities in the area.
Chair Grefenberg offered several amendments and asked whether the new youth commissioners
€ wanted time to review before deciding whether this was something they wanted to work on.
Commissioner Dao said she would like the opportunity to do so.
Chair Grefenberg moved and Commissioner David Singleton seconded motion that the
communications plan be submitted to the Youth Engagement Task Force for its review and
recommendation. Motion passed unanimously.
Commissioner Thao provided cookies to welcome the new youth commissioners.
League of Minnesota Human Rights Commissions (LMHRC)
Chair Grefenberg, Commissioner Thao and Commissioner Thelma McKenzie attended the LMHRC
annual meeting in December. Commissioner Thao said Department of Human Rights
Commissioner Kevin Lindsey was the keynote speaker and Golden Valley Human Rights
Commissioner Marian Helland was honared. Chair Grefenberg was appointed a director of the
LMHRC. Chair Grefenberg said he thought his involvement would be a way for the Roseville HRC
to affect civil rights throughout the state
Golden Valley Human Rights Commission
