REVlEWED/RECOMMENOS: <br />When the originai bids were received for both the Fire Station and the City Hai1, <br />the contract specifications called for 15 lb. felt and tar r�oofing materiais and <br />extruded aluminum facia around the edge of the building. The Fire Statian facia <br />was even heavier than the City Ha]1 because it was designed io be ab7e to su�port <br />ladders being piaced against it during training by the Fire Departmenfi. At the <br />City's request, prices were obtained fram the contractor far replacing the felt <br />roofing material with a plastic materia7 known as "Tro-Ca1". <br />This proposed cf�ange came to t�e Counci7 on August 12 as part of Change Order No. 1 <br />an the Fire Station and a de�uct of $841.00 and as a partion of Change Order No. 3 <br />an t�e City I�a]1 with this item being a deduct in price of $1,496.00. The Ca�ncil <br />approved these changes, but it was not known at that time tha� the contractor had <br />incZuded in his prices aite ring the facia material from aluminum to the plasiic <br />Tro-Ca1 material. Severai months later, this change in facia was learned of by <br />the arthitects and sampies of the Tro-Cal facia wet�e presented to them as well <br />as the City for review. 7F�is materiat is not acceptable in neither the archi�ec�s' <br />or the City staff's apinion as it wouid require pair�ting in the f��ure in addition <br />to being irregu7ar in nature and 7ess acceptable from an aesthetic stand poin�. <br />For the past several months now, attempts have been made to straighten aut this <br />matter. The contractor has now prop�sed to put in the original extrudecla7uminum <br />facia on the City Hai] rather than the plastic Trb-Cal facia at a cost of $523.23 <br />and has identified this in a Fie]d Order No. 17, He has also proposed to use a <br />simflar kind of facia on almpst aii of the Fire Station except for the hose drying <br />tower wf�ich would have the or-igina7 type af heavier extrude aluminum to suppOrt <br />]adders. ThiS change for the Fire Station is identified as Field Qrder Na. 5 at <br />an added cost of $292.81. The Fire Department�has ir�dicated that only having the <br />heavier extrude aiuminum on the tower would be alright because this is the oniy <br />area they wi71 have ladders and wili utilize ii as a training locatian. <br />The architects have reviewed this proposed soiution and recommend its acceptance. <br />They feei that the origina7 deductians.received did include removal.of the aluminum <br />facia in th� extablishment oF the price and that the contractor should be compen- <br />sated for putting aluminum facia on the bui'lding. A representative of Ei7erbe wi17 <br />b� in attendance at �he Council meeting to explain the situation further. <br />The Councii may recalZ that at the time of the apprrova3 of the brick alterna�e for <br />the building, considerable confusion anc# d�f�erence of apinfon existed when added <br />costs were ]ater braught in to complete ihe job of adding brick. This item wou7d <br />appear to be somewhat alo►�g the same lines in that the Cauncil approved a change <br />order assuming tha� the r�atter was completed oniy to find later that additional <br />casts were requlred to do the job properiy. It is important tha� this matter be <br />reso7ved as soon as possible be�ause the facia should praperly be piaced on the <br />Fire Station prior to aur acceptance of the bui7ding and the bui]ding is antici- <br />pated ta be ready for occupancy very shortly. 8ecause of this time constraint, <br />the matter is being processed as an authorizatian to approve a Field Order rather <br />than waiting for the more time consuming technique of actual change order processing. <br />
