specific density stan�ards for housing far the elderly are es�abl�shed
in the ordinance. The ord�nance requires 2,000 square feet of land
for a one bedroam un�t and 2,500 sq�are -Feet of Iand for a two bed-
roorr� unit. A credit af 300 square feet per unit is provided for
parking underground or b��o4v �he bu�lding. These standards are
appropriate and have beert successfu7 in Ros�v�ile �or the typicai
apartment projec� (not inc�uding exc�usive eld�rly uni�s). E.and area
r�quired according to the ordinance for the 2I4 uni-�s would be �69,600
square �'ezt. The.land area required for the fam�ly hausing un7ts
(92 tQV�mhouses} wou�d be 225,b00 square feet. The land area of the
nine acres is 392,QG0 sq�,�are -Feet. Thcas, �he land area devoted ta

The City has receive�. a request fx�am Ramsey CoLmty to review the proposed Ramsey
Cot�ty ltegional Bikeway System Plan. The County �3oard, which has approved the plan,
is askin.g for approval from the suburbar� comEnLmities prior to hiay 24. The concept
of the plan is ta develap a bikeway systen� to serve the �uture of Ramsey Coi.mty Open
Space si�es. The system iricludes 160 zniles of bikeways both on and o�f roadways.
The Roseville Recreation Cormnittee reviewecl the plan at its May 3rd meeting. The
Coirnnittee agreed wzth the concept of the p1an, but has reserrrations on the unanswered
questions pertainin.g to what will happen ta ftzture i�npravements on other Coun�y roads.
Afrer reviewing the proposaZ uri.th the CoLU3.ty staff, the followirzg concerns have been
expressed:
1. The proposed bik�way system is located entirely an Catmty �'oads which lead ta
xegiana3. parks and ignores the other Cotu�ty roads.
2. The pathways selected are in several a�nstances along roadways tvith rather high
vehicular tiraffic volume, but only 28 miles of the �6Q mi.les_pro�osed a�-e ta be o£f
roach,ray in natuxe. A highex priority to safety is desirable.
�. The proposed system would uti.l�ze a11 availahle ftmds Zeaving no appor��mity far
bicycl� zmprvvements on Cot.mty xoa s�even �haugh they are in dire need af �hem.
4. Other proposed bicycle paths have been publicly discussed and presented whxch are
nat shown on the plan, such as CoLmty Road � iyest o� Cle��elar�d and Iaexington
Avenues. It is possible that a change cac�ld. be nad.e in �he Coimty's p�� ta
'�grandfa�her-in" at least these promised improvements.
Tn s�rn�.ry, the Cou�ty has develaped a very narrow definition of i�.s responsiblity
which has resulted in the omisszon af several potential3.y desirable portions oi the
�verall bikeway system. The b�.keways which have been praposed axe, in our opinian,
below the safe�y standards, which are c%sirable. I� these problems are not resolved,

Last week the Cooncil held a public hearing on the widening of Cleveland Aven�e
fram the on/off ramp a� T�-i 35W to County Road D. The Council ard�red t�e project
�o praceed and directed the fina7 plans be prepared. Since this roadway is urtder
tne jurzsdictiart of fihe Caunty and carr#es the Co�nty's state aid No. 46, it +�rould
typically be surveyed and designed by the Ramsey County �ngineer�r�g Department.
D�e to the heavy work load currently experienced by this department, h�wever� �hey
have inquired as to the possibility of the Raseville sta€f.preparing the engin�ering
design for this project. At �he conc3�usion of the design, the County would then ialce
the b�ds and adminis�er the actual construc'tion.
The County is offering to compensa�� Roseville for th�is work in accordanc� with the
general proviszons.o� reimbursemen� from 'tf�e state which they wauld receiv�. Ti�#s
reimburserrzent ca�ries a maximum levei of 5� for all activities and since they hav�
already done a]1 preliminary survey work an this �roject, their proposal is to pay
Rosevi ] 1 e 4% of �te es ti mated $444 ,000. 00 pra ject. Thi s woul d corne to s l i ghtly
less than $18,OQ0.00. S�ch a figure would be acceptah�e to the City e�gineer��rg
staff. This action would greaily expedite the �rojec� as weii as retain a great
deal of 1oca1 iriput on the prc�jeCt to achieve an end result vlhTCh zs as desirable
as _possible for the abutting property owners�
i'he Couniy has �repared an agreemer�t for both parties to enier into far thfs v��ork
