Tfie revisiort contains the same <br />number of lo�s as originally proposed in the �l�t i�Qferred to the <br />p3anning Commiss�on and the parks and �ecreation Committee. The <br />c�l-de-sac however; h�s been t�aved further north (approximately <br />forty (40) feet} so as to pravide addi�ionai depth to particularly <br />Lots 2,3, and 4. This shift in the Iocation af the c�l-de-sac <br />assists in accorr�modating a twelve (�2) foot easement, which if <br />included in the plat, wou�d pravide publi� access around this portio� <br />of th� "SWeeney Pond"e <br />�: rthe resulting square footage of each of the �ats is indicated on�the <br />attached p1an. the minimum squar� footage for such lots in th� City <br />of Roseville Zoning Ordinance is eleven thousand (11,004} square feet. <br />You will note that al� of ih� lots_exceed that fzgure. <br />3e Also attached tn this report is a copy of a portian of the overa�l <br />p1an prepared for parks acquisition prepared by the Parks and <br />Recreation Committee, P�anning Commiss�on, and City Council in 19b0. <br />You wi1] note tha� the praperty in q�es�io� is designaied on the inap <br />as Park "27a". The prop�rty consist�ng o�F approxirrrately five (5) asres <br />of which abaut one-half �2) is high grour�d, was designated as a play- <br />grouna si�e as �e11 as far ��� natur�l amenity. 7he band �ssl�e, of <br />course, did pas� but the Six FEundred Fifty ihou�and f3allars (�550,000) <br />a�proved was not adequate io acqu�re a�l of the sites at tha� �ime. <br />You wi17 note frvm the config�ration af the c�rcles ind�catir�g the <br />service radii thai the neighborhood wh�ch this park was to serve do�s <br />no� have a park facil�ty within it. There are bf co�rse parks to t�e <br />nor-�i�west, northeast, and directly to �he east ir� �he p�at area along <br />Larpenteur Aven�e. �f funds are available, we wvuld suggest that a � <br />park serving this are would certainly be apprapriate. Lacking the <br />abzlity_ to buy, the Ci�y may well wish to consider means nf maintainirrg <br />ihe nat�ral aesthetic quality and ecology of the �ondfng area as it <br />� ; <br />exists today. 7he plat submitt�d by Mr. Sw�eney indicates a dedicatzon for <br />s�vr� water purposes �y the inc�usion of an easer��nt aiong the }�igh <br />water izne.
