Regular City Council Meeting <br /> Monday, February 13,2012 <br /> Page 15 <br /> Mayor Roe noted that he had not been in the majority supporting the original mo- <br /> tion last fall to approve the County Road C-2 connection; however, since it had <br /> moved forward, he advised that he would not stand in its way and would support <br /> the motion to approve the plans. <br /> Councilmember McGehee noted that she had also voted against the original mo- <br /> tion to connect County Road C-2, and would also vote against tonight's motion to <br /> proceed; opining that it was the wrong thing to do. Councilmember McGehee <br /> recognized staff's work with residents to accommodate their preferences. <br /> Roll Call <br /> Ayes: Pust; Willmus; and Roe. <br /> Nays: McGehee. <br /> Motion carried. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:08 p.m. and reconvened at approximately <br /> 8:22 p.m. in work session format. Councilmembers Willmus, Pust, McGehee and Mayor Roe <br /> were present, as well as Department Heads Chris Miller, Duane Schwartz, Rick Mathwig, Tim <br /> O'Neill, Lonnie Brokke, Patrick Trudgeon, and City Manager Malinen. <br /> b. Discuss Strategic Planning from January 30,2012 Council Meeting <br /> As a bench handout, attached hereto and made a part hereof, Mayor Roe had <br /> prepared a"Revised Attachment A" combining some Community Aspirations, re- <br /> vising the Organizational Mission Statement, and moving goals and strategies in <br /> several areas and adding existing work plan items into the mix as edited. Mayor <br /> Roe had noted items brought forward from individual Councilmembers and De- <br /> partment Heads at the January 30, 2012 meeting, as well as those existing work <br /> plan items. <br /> Mayor Roe clarified that the purpose of tonight's work session was not to word- <br /> smith the revised document, but to further refine the document to obtain a focus <br /> on particular strategies. <br /> Councilmember McGehee also provided a bench handout, attached hereto and <br /> made a part hereof, summarizing the Community Aspirations and Mission <br /> Statement, and suggested that this one-page document be used for discussion pur- <br /> poses to achieve long-range planning for staff to incorporate into their work plans <br /> that could be reviewed by the City Council in the future. Councilmember <br /> McGehee was not supportive of merging the work plan and strategic plan docu- <br /> ments. <br /> Mayor Roe noted that, as an organization, it was trying to achieve community as- <br /> pirations, and there was a difference in a detailed work plan and a strategic plan, <br /> which should come out of tonight's discussion, whether short- or long-term strat- <br /> egies or broader objectives that tie into the existing work plan. <br />
