The praperty in question is a 4.56 acre tract €ronting on Larpenteur <br />Avenue immediately behind tY�e shopping center at Larpenteur and <br />Lexington. The applicant proposes to build a 149 unit housing far <br />the elderly project for whzch these same varzances and Special Use <br />Permit w�re approved by the Counci3 in [�avemb�r of 1972 {ti�ese except <br />for change in parking spaces provided). With �he exceptinn of <br />a caretaker unit, the units are to be rented to the elderly under a <br />lease sabsidy program provided for in S�ction 8 of the Hausing and <br />Communifiy �evelopment Act of 1974. 7he Housing Act of 1974 is <br />current7y the on7y act providing for subsidized housing for the <br />elder7y. It is a program involving private ownersh�p and priva�e <br />financing, the portior� of the rent to be paid under the act genera7lyis. <br />in t�e viciniiy of 25 percent of the recipient's income. �- - � <br />2: The project approved in 7972-was undEr the 236 Federal �4ousing Program. <br />The project at this time is to be financed under the Minnesota <br />Hausing Finance Agency Apartment Developlment Program which has an <br />a7]ocation.of Six Miilion Do�lars ($6,000,000.00) for the State of <br />Minnesata -For fiscai year 1975. These funds are allocated_�hree <br />Niiilion Do7lars {$3,OOO,Q00-.00} for the Metrapo�itan Area; One <br />Millian Do7Tars {�1,00O,OOQ.00) far four other metropoiitan areas and <br />Two Miiiion Dollars ($2,000,000.00) for t�e rest of �he State. <br />About haif of these funds are for row incame projects and the oih.er <br />half is for.elderly. The propased Raseville project 3s for the - <br />elderly. It is required that the bui1ding be specifically designed <br />far elderiy w�th elevatars, low handrails, sit-down bath, group <br />cor�munity room, etc.. 7he primary occu�ancy is anticipa�ed to be <br />_ one perso� but wiil aceomodate a couple in the 525 square feet <br />allowed per unit.. There is known to be a considerable demand_in <br />the Roseville Area for elderly housing. <br />
