Minimal Foot Areao Section 7.900 of the Zoning Code <br />estab7ishes a minimum �loor area of 700 square feet <br />per o�e-bedroom apartment. This regulation was written <br />Zn 1959 and was �at intended �o apply to one-bedroam <br />housing �or the elderly. The applicant proposes ta <br />build most of the units with 527.6 square feet, and <br />with several elder3y units for the handi-capped with <br />570.13 sq�are feet. Examination of the detai� f7oor <br />plan suggests that with this square foatage, the <br />architecis indeed planned a very appropriate u�it for <br />up to two elderly persons per unit. <br />8. Parking Variance: Sect}an 7_Q80 of the Zoning Code as <br />amended in the late '60's requires two parking spaces <br />per unit wzth one space per unit being enclosed. For <br />typical apartment development af the character and quality <br />built in Rosevil7e in the last ten years, we have fo�nd <br />this �a b� an appropriate and rea5onable sta�dard. Again <br />however, this standard was not intended ta apply to <br />housing for the elder3y. It has.been my experience that <br />a siandard of one parking space �er each two units is <br />appropriate in a quasi-comm�rcial location such as is <br />proposed here contig�ous to a bus 7ine. As you know, <br />Bus 346 of the Metro Transit passes the_corner of Larpenteur <br />and Lexington once each hour with service to Har-Mar <br />Mal7 and Rosedale, a�d dotivn Larpenteur to Arcadia to <br />transfer to Ste Paul ro�tes. The app7icant propases to <br />build 75 parking spaces which is 25 less than previously <br />proposed in �972. �e feel that_the 75 spaces will be <br />adequate but that approval of a site plan included - <br />conditions that if addiiional spaces are needed that <br />the appiicant agrees to.construct such spaces- upon written <br />notification fram the City. ihere is adeyuaie spaee on <br />the site to expand the parking to up �0 300 spaces with� <br />out requiring a variance for yard requirements,_etc. <br />Because the building is to be six storles tail with a <br />minimum of graund coverage, ihere is_a great deal of open� <br />spac� avai 1 abl e an the si te.- _- �- <br />C. Floor Area Rat�o:- Sect�on 7.3.7d, paragraph(2) sets a_ <br />maximum ratio of floor area to ]and area of .50. Th�t <br />is �o say, tf�at on a 100,000 square -foot lot, there <br />coui:d be a maximum of 50,Q00 sqare feet of apartmeni <br />space. 7he floor area ratio for the proposed project_ <br />is .5667. This difference is inconsequential. The • <br />standard was of coUrse set for typical suburban apartment <br />development, assuming family occupancy. <br />
