<br />Organizational City Council Minutes - 1/5/04 <br />Page 12 <br /> <br />Further discussion ensued regarding the formats followed <br />by neighboring cOll1ll1unities in utilizing work session <br />formats; consensus that the work sessions be televised for <br />community-wide public information; and noting that the <br />work sessions could be cancelled if there were no pending <br />issues, or reformatted into a business meeting if required. <br /> <br />Mayor Klausing opined his preference for receiving public <br />comment and input in the informal atmosphere of the work <br />sessions at the floor level; and to allow Councilmembers <br />to dialogue more effectively that at the Council bench. <br />Mayor Klausing noted that the work sessions could be a <br />work-in-progress, and could be tweaked and changed as <br />they became evident in the future. <br /> <br />Councilmember Maschka concurred with the ability to <br />make revisions as they became apparent to make the work <br />sessions as effective as possible. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn opined that the proposed schedule was a <br />"train wreck;" and that the rationale for eliminating the <br />work sessions on the floor were due to continual audio <br />problems for the audience and for those viewing at home. <br />Mr. Kysylyczyn also sought clarification from Mayor <br />Klausing regarding allowing public con1ll1ent at all <br />meetings, whether business or work session meetings. <br /> <br />Mayor Klausing reiterated that it was his understanding <br />that general public COll11TIent would be heard at all <br />meetings. <br /> <br />Mr. Kysylyczyn further challenged why the first Monday <br />of each month had been eliminated from the meeting <br />schedule. <br /> <br />At the request of Mayor Klausing, City Manager Beets <br />noted that with a three meeting per month schedule, there <br />was no rationale for eliminating the first Monday, other <br />than his having done so arbitrarily.
