Organizational City Council Minutes - 1/5/04 Page 12 Further discussion ensued regarding the formats followed by neighboring cOll1ll1unities in utilizing work session formats; consensus that the work sessions be televised for community-wide public information; and noting that the work sessions could be cancelled if there were no pending issues, or reformatted into a business meeting if required. Mayor Klausing opined his preference for receiving public comment and input in the informal atmosphere of the work sessions at the floor level; and to allow Councilmembers to dialogue more effectively that at the Council bench. Mayor Klausing noted that the work sessions could be a work-in-progress, and could be tweaked and changed as they became evident in the future. Councilmember Maschka concurred with the ability to make revisions as they became apparent to make the work sessions as effective as possible. John Kysylyczyn, 3083 Victoria Street N Mr. Kysylyczyn opined that the proposed schedule was a "train wreck;" and that the rationale for eliminating the work sessions on the floor were due to continual audio problems for the audience and for those viewing at home. Mr. Kysylyczyn also sought clarification from Mayor Klausing regarding allowing public con1ll1ent at all meetings, whether business or work session meetings. Mayor Klausing reiterated that it was his understanding that general public COll11TIent would be heard at all meetings. Mr. Kysylyczyn further challenged why the first Monday of each month had been eliminated from the meeting schedule. At the request of Mayor Klausing, City Manager Beets noted that with a three meeting per month schedule, there was no rationale for eliminating the first Monday, other than his having done so arbitrarily.
