<br />Organizational City Council Minutes - 1/5/04 <br />Page 20 <br /> <br />Mayor Klausing questioned whether staff had enough <br />direction to proceed: not doing team-building at this time; <br />but pursuing goal-setting, town hall meetings, and other <br />i terns as discussed. Mayor Klausing noted the need to <br />initiate meetings with department heads and commission <br />chairs as soon as feasible to keep the process and priority- <br />setting in perspective. <br /> <br />Councilmember Maschka concurred, opining the process <br />could be built upon as it progresses. <br /> <br />City Manager Beets duly noted the direction to staff to <br />begin working on calendaring a meeting between <br />Councilmembers and department heads, and c0l11111ission <br />chairs to discuss goals and issues. <br /> <br />Councilmember Maschka further elaborated his desire to <br />gain information as to the happenings in each department; <br />their specific strengths and weaknesses; the impacts of a <br />continually aging population affecting day-to-day <br />operations and how the various parts interface. <br /> <br />City Manager Beets noted the Council comments, and <br />advised he would proceed with scheduling such a meeting; <br />and investigate the technical aspects necessary to conduct <br />the meetings. <br /> <br />Councilmember Maschka reiterated his suggestion for one <br />evening and one Saturday morning town hall meeting. <br /> <br />Councilmember Klausing opined his preference that the <br />meetings not become "gripe" sessions, but serve a <br />productive and positive purpose for the future of <br />Roseville. <br /> <br />City Manager Beets noted that staff would draft a proposal <br />and bring it back for more fine-tuning by the Council. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn questioned, for clarification, why <br />Councilmember Maschka spoke against instituting the <br />
