<br />Organizational City Council Minutes - 1/5/04 <br />Page 22 <br /> <br />limited to their display time. <br /> <br />Councilmember Schroeder noted his concern that City <br />signage comply with City policy; and supported returning <br />the item to the Consent Agenda for action. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn noted that he had done his own research <br />on City Code, Signage Section 1009.031 related to <br />banners and sandwich board signage, and noted that they <br />were prohibited in all zoning districts. Mr. Kysylyczyn <br />noted the non-compliance of the City in allowing the Fire <br />Department to use both types of signage for advertising <br />purposes; and challenged the City's application as a policy <br />Issue. <br /> <br />Mayor Klausing requested City AttoTI1ey Anderson to <br />advise the Council if the proposed action created any <br />policy concerns for the City. <br /> <br />City Attorney Anderson briefly reviewed the definition of <br />banners as defined in City Code, and materials used; and <br />was proceeding with further comment when interrupted by <br />Mr. Kysylyczyn. <br /> <br />Mr. Kysylyczyn reiterated that these types of signs were <br />prohibited in all zoning districts; and challenged the City <br />Council's intent to allow permission for sign age that the <br />general public could not receive; and as a general public <br />policy question, if this was setting a precedent. <br /> <br />Mayor Klausing cautioned Mr. Kysylyczyn, noting that he <br />had respected Mr. Kysylyczyn's former status as mayor in <br />allowing a great deal of leeway in tonight's public <br />COll1ll1ent; advising that Mr. Kysylyczyn's comments had <br />been duly noted, but the Council would be proceeding <br />with their discussion and action at this time. <br /> <br />Once order had been restored by Mayor Klausing, City <br />Attorney Anderson continued his response to previous <br />questions related to the sign pern1it issue.
