Organizational City Council Minutes - 1/5/04
Page 23

opined that City staff was being very cautious in seeking
Council approval for City signage, as specific provisions
were provided that differentiated City and public signage,
and the concerns expressed were only applicable to
permanent signs. Mr. Anderson further opined that
legally, a good argument could be made that the City did
not need to seek permission for City signage, and staff was
being careful in informing the City Council of their intent
prior to the event.

Councilmember Schroeder sought clarification from City
AttoTI1ey Anderson related to banners being permitted for
City use.

City Attorney Anderson responded affirmatively, noting
that in this instance, and in the specific portion under
discussion, City signage was probably not regulated at all.

Mayor Klausing, given the discussion, recommended that
his item be removed from the Consent Agenda and
directed City Attorney Anderson to provide additional and
clarified information to the City Council for action at a
later meeting. Councilmembers concurred.

C.
