RESOLUI'I�N FIND�NG AND DECLARZNG THE NEED FOR AND ESTABLISHING A HOUSING A�1D REDEVELOPhIENT AiTI'HORITY TO FUNCTiON IN 'THE CITY �F ROSFVILL� WHEREAS, fihe City Council of the City o� Roseviile has met to consider the esxablishment of a Housing and R�develapment Authority pursuant to the provisions vf the Mznnesota Iiousing and Red�velopr�ent Act, Minnesota Sta�u�Ges, Section 462.411 et seq.; and �'dHEREAS, notice of public hearing has been published �n the a£ficia�, newspapsr pursuant to provision o� Minnesota S�atutes, Section 462.425 and an opportunity to be heard has been granted. to aIl residents o� the City o� Roseville and to all other ir�terested persons; and WH�REAS, facts have been submztted to the City Counci�. showing that there is a need for a Housing and Redevelopment Autharity ta funciion in the City of Roseville; NOiV, 'i'HEREFOttE, BE TT RESOLVED by the Raseville City Council thati pursuant to the htinnesata Housing and Redevelopment Aet, the City Council tha-� pursuant to the Minnesota Housing and Redevelopmen� Act, the City Council hereby finds, detexr�ines, and declares: 1. Thexe is a need to prevent substandard, slum and blight areas in Itoseville �ahich could not be xedevelopEd without government assistance; 2. There is a n�ed to grevent a situation where adequate housing a�commodations would not be available to veterans or servicemen and their famxlies;
