REVIEWED/ R£COM�vVENDS : <br />Attached is a resolution supporting arnendments �o the open meeting law as proposed <br />by the League of A�Iinn�sota Municigali�ies. <br />The principal provisions of the proposed amendments are as follows: <br />1. To define "meeting" sa that the law appli.es only to instances where a <br />quorum of the body is px-esent. <br />2. To permit a lacal governing body, by a 2/3 vote, to go into closed or <br />executive session for a specific item o£ d�scussion, specifica3.l,y: <br />a. <br />b. <br />c. <br />d. <br />e. <br />f. <br />g• <br />To discuss and plan negQtiation strategy in the matter of public <br />emgloyment relations. <br />To meet and negotiate with the exclusive representatives of any <br />employee gxaup. <br />A�torney/Client relationshig <br />Land Acc{uisitzon <br />Discussion of the character of an emplayee, as opposecT to competence, <br />except employ-e may rec{uest a public hearing. <br />Eva�uation of job performance or conduct of any employee. <br />Considerzng application for empZoyment on a person who is employed at <br />the time of the meeting and who requests that preiiminary consideration <br />be made of their application at a closed meeting. <br />The Iaw tivould provide that a written or taped record of the meeting would be made <br />and deposited. with a court authority, to be released publzcly when the in£armati.on <br />is no Ionger senszti�e. Hawever, in employee matters, the recoxd would remain closed, <br />unless the employee wants the record made public. <br />If tHe Coun�ii desires to support this legislation, th,e foilowing action is <br />requested: <br />Niotion adopting a xesolution urging the Minnesata Sta�e <br />Legislature to consider changes to the open meeting 1aw which <br />woul� provide for amendments to the law as proposed in the t�raft <br />legislation submi�Cted by the League of Minnesota Municipali�ies. <br />
