<br />City Council Study Session Minutes- 01/12/04 <br />Page 7 <br /> <br />to-date with area veterinarians on dog and possibly cat licenses, <br />with proposed lifetime licensing, rather than issue every two <br />years; implementation of chips for easier identification of lost <br />pets; public health concerns; and incentives for neutering and <br />spaying pets. <br /> <br />Further discussion ensued regarding ensuring adequate coverage <br />of administrative costs; with Councilmembers reaching <br />consensus in requesting additional information from <br />Councilmember Kough and staff. <br /> <br />Mr. Miller noted that staff was proposing a series of specific staff <br />presentations, with the first presentation tonight of John Loftus <br />and Fire Chief Rich Gasaway of the Roseville Fire Department <br />in review of several proposed fees and additional fire prevention <br />permits for their inspections. <br /> <br />John Loftus, RV Fire Department <br />Mr. Loftus briefly reviewed eight proposed fees and fire <br />prevention permits, including: 1) $40 fee for Family Day Care <br />and Group Day Care Licensing, pursuant to State Statute <br />245A.151; 2) $100 permit fee for installation/removal of <br />underground and above-ground tanks; 3) $50 for hydrant flow <br />tests for fire protection contractors; 4) $350 annual license for <br />consumer fireworks business if only activity is the sale of <br />fireworks, or $100 annual fee if sale of fireworks is in addition to <br />other retail business; 5) $50 permit fee for enclosed mall <br />activities (i.e., sidewalk sales, craft shows, antique shows); 6) <br />$50 permit fee for Amusement Buildings (i.e., haunted house <br />operations); 7) $50 permit fee for display of gas-fueled vehicles <br />or equipment in covered mall or assembly buildings; and 8) $25 <br />use of open flame equipment in covered mall buildings. <br /> <br />Mr. Loftus noted that these fees, even though permitted under <br />State Statute, were not currently being charged by the City, even <br />though representing substantial staff time for inspections and/or <br />enforcement and related administrative paperwork. <br /> <br />Councilmember Schroeder opined that prior to imposing <br />additional fees, he would like a comparison with other cities to <br />determine the proposed fees are equitable and to determine <br />
