<br />Regular City Council Meeting - 01/26/04 <br />Page 16 <br /> <br />3.19 <br /> <br />from the rates applied. <br /> <br />Maschka moved, Schroeder seconded, adoption of <br />Resolution No. 10191 entitled, "Resolution Establishing <br />the 2004 Utility Rates." <br />Roll Call <br />Ayes: Schroeder, Maschka, Kough and Klausing. <br />Nays: None. <br /> <br />Adopt Resolution Supporting Legislation for <br />Improvements to the John Rose Minnesota 0 VAL <br />Councilmember Schroeder requested clarification as to <br />why the draft resolution appeared to deviate from previous <br />discussions to seek special legislation for funding capital <br />improvements (i.e., mechanical or fuel cell installation). <br /> <br />Mayor Klausing reviewed the wording in the draft <br />resolution; noting that since the facility was a state and/or <br />regional facility, and recent losses of Local Government <br />Aid (LGA) complicated funding capabilities, several <br />options seemed prudent. <br /> <br />Councilmember Kough suggested that consideration of <br />installation of a wind generator be considered; and excess <br />power sold. <br /> <br />Maschka moved, Kough seconded, adoption of Resolution <br />No. 10192 entitled, "A Resolution Authorizing the City of <br />Roseville to Proposed Special Legislation Regarding <br />Improvements to the John Rose Minnesota Oval." <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn concurred with Councilmember <br />Schroeder's recollection; and quoted the January 12, 2004 <br />Council Minutes related to the fuel cell. Mr. Kysylyczyn <br />opined that according to a recent Star Tribune article, the <br />bonding bill had already been set in the House and Senate, <br />so the proposed legislation was too late for this session; <br />and appeared to be moving forward without a definite <br />plan, and would only serve to embarrass the City Council <br />and the City of Roseville.
