Adopt a Resolution Approving 2004 Utility Rates Councilmember Schroeder expressed concern about seeking a five percent (5%) increase in water rates for residents when negotiations were still pending with the St. Paul Water Board; and what recourse was available if the actual negotiated cost proved less than that percentage. City Manager Beets responded that, under the current arrangement, the City of Roseville paid a percentage of the retail rate for St. Paul customers, and staff was aware that the residential retail rate would be increasing, even though unaware of the wholesale or retail percentage increase, staff was projecting the conservative 5% increase, and reconciliation could be made at a later date if warranted. Mr. Beets further noted that he had been contacted by the new Director of the St. Paul Water Board earlier today; and the Board anticipated a response to the City's most recent proposal by mid-February. Mr. Beets advised that staff would be bringing forward additional information related to capital projects and operational considerations as part of the 2005 Budget cycle. Mr. Beets further advised that revenues depended on water usage and sales, thus always creating a system based on estimates.
