<br />Regular City Council Meeting - 01/26/04 <br />Page 2 <br /> <br />City Manager Beets noted that one item had been withdrawn <br />from the Agenda at the request of the applicant: <br />· Item 7 Consider the Request of SuperAmerica for a <br />Conditional Land Use Permit to Operate a <br />Liquor Store at 2172 North Lexington Avenue <br />(PF 3524) and Conduct a Public Hearing to <br />Consider SuperAmerica's Request for an Off- <br />Sale Liquor License <br /> <br />City Manager Beets advised that the applicant had withdrawn <br />their PUD application; but that it was important, due to the 60- <br />day rule, that the Council take formal action accepting the <br />applicant's withdrawal. <br /> <br />Agenda Format <br />Councilmember Schroeder questioned why the Council agenda <br />had been reformatted by staff (i.e., new numbering and format <br />style) without that action having been formally approved by the <br />full Council. Councilmember Schroeder acknowledged previous <br />receipt of a proposed draft prepared by staff, but had not <br />anticipated that implementation prior to Council discussion and <br />approval. Councilmember Schroeder noted that the format did <br />not include a section for "New Business" or "Old Business," and <br />questioned why his recent e-mail addressed to staff and copied to <br />Councilmembers expressing these concerns had not received a <br />response. <br /> <br />City Manager Beets responded that the agenda was a "work in <br />progress," and staff's objective was to create an agenda that was <br />more friendly to meeting attendees and Councilmembers; noting <br />that any requests of Councilmembers would always be included <br />on upcoming agendas as appropriate; and reminded <br />Councilmembers that a current, formally approved set of Council <br />Rules and Procedures had recently expired, and was open to <br />Council suggestions and feedback, with staff having some <br />latitude in the process. <br /> <br />Mayor Klausing clarified that previous discussions were to look <br />at formal Rules and Procedures when the full Council was <br />available. <br />
