<br />Regular City Council Meeting - 01/26/04 <br />Page 3 <br /> <br />Councilmember Schroeder concurred, reiterating his original <br />question as to why changes were being made by staff prior to <br />that time. Councilmember Schroeder noted the cost of staff time <br />and resources in initiating this revised agenda draft; and <br />requested discussion on the Council level precede any changes <br />by staff. Councilmember Schroeder further recommended that <br />approval of meeting minutes not be included on the Consent <br />Agenda. Councilmember Schroeder questioned who was <br />preparing and reviewing agenda content. <br /> <br />Mayor Klausing opined that he was willing to allow the City <br />Manager discretion in the physical preparation of the Council <br />agenda; noting that any Councilmember had the opportunity to <br />include discussion items on upcoming agendas. <br /> <br />Councilmember Schroeder noted that the City Council currently <br />didn't have any rules of policy to provide guidance to get things <br />done. Councilmember Schroeder further noted that he had <br />received negative comments from people regarding inclusion of <br />Council pictures on the agenda. <br /> <br />Mayor Klausing questioned Councilmember Schroeder on how <br />he would like the situation addressed. <br /> <br />Councilmember Schroeder opined that changes in the agenda not <br />be brought forward until a full Council is on board, and Council <br />direction is provided to staff. <br /> <br />Councilmember Kough agreed in part with Councilmember <br />Schroeder's comments related to the minutes not being included <br />under the Consent agenda; and questioned the wisdom of <br />including zoning ordinance first readings and other detailed <br />items under the Consent agenda; noting that the format of the <br />agenda had changed dramatically from its previous format. <br /> <br />2. Public Comment Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items. <br /> <br />A.
